Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Division Director of Human Capital & Development. The selected competitive candidate will provide exceptional delivery of services to the agency’s Human Capital & Development Division.

This position reports to the Chief of Staff and oversees all implementation of HR policies and procedures, the safety of the workforce, recruiting and hiring high-performing employees, training, performance management, labor, legislative, and other human resource issues.

Job responsibilities will include, but are not limited to:

The HCD Director is expected to take a leadership role in developing a culture that enables employees to perform following the Agency’s mission.

The Human Capital & Development Division Director provides oversight of the Benefits and Transactions Team, Talent Acquisition, and Employee Relations & Policies.

This includes supervision and provides consultation to the Chief of Staff on strategic staffing plans, compensation, benefits, training and development, budget, and employee relations.

This individual will develop organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.

Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, records management, safety and health, succession planning, employee relations and retention.

Manages human resources operations by recruiting, selecting, orienting, coaching, counseling, and disciplining staff; planning, monitoring, appraising and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.

Implementing HR initiatives and policies that ensure each member of DMAS feels safe, supported, valued, and have the tools necessary to be successful in their positions and opportunities for advancement: To include attracting, developing, training, and retaining qualified employees.

Responsible for accurate and timely reporting metrics from all HR Operational units and reviews to advise any trends or innovative solutions to put into place.

Stays abreast of all DHRM and Federal policies for implementation within the Agency and ensuring adherence.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive experience in Human Resources Leadership to include Hiring, Developing Standards, Fostering Teamwork, Process Improvement, Building Relationships, Organizational Astuteness, People Skills, Retaining Employees.

Extensive experience supervising, managing and directing human resources programs, operations, and staff; to plan, develop, interpret and administer policies and procedures; to reach logical conclusions and make legally supportable recommendations.

Extensive experience in human resource technology solutions and HR systems.

Extensive experience with utilizing data, statistics and reports while utilizing technology to enhance and measure the results of human resource programs.

Extensive knowledge of the principles and practices of human resource management and development and project implementation.

Extensive knowledge of budget processes and strategic planning with a working skill in the use of computer software for Word, Excel, and PowerPoint.

Extensive applicable federal and state laws, policies, and guidelines; legal compliance, program development; state government and organizational development and design. workforce planning, benefits, and organizational training and change.

Extensive experience in meeting deadlines for Executive Leadership.

Extensive experience with internal/external stakeholders.
