DHCD is looking for a Homeless and Special Needs Housing Program Analyst who will:
• Provide support and administrative oversight for the state-wide cloud-based Homeless Management Information Systems (HMIS) data warehouse.
• Collaborate statewide with Continua of Care (CoCs) and Virginia Balance of State Local Planning Groups (LPGs) to effectively use the data warehouse around the system and project analysis, evaluation, and care coordination.
• Support the analyses of the homeless services programs administered by DHCD to ensure that the homeless and special needs housing unit can address community needs and comply with agency, state, and federal requirements.
• Maintain clear and timely communication with community partners, homeless services providers, and other stakeholders.
• Stay up to date on industry best practices and regulatory changes that impact the collection of data related to the administration of homeless services programs.

This position helps to meet the Unit’s mission of addressing housing needs by working with the Continua of Care and the array of programs that support the delivery of homeless services across the Commonwealth to make homelessness rare, brief, and one-time. (DHCD) partners with state, federal, local, and nonprofit housing and community and economic development initiatives. DHCD invests over $350 million annually in addition to $2 billion in federal recovery programs as a partner to Virginia communities to create safe, affordable, and prosperous communities to live, work, and do business in Virginia.

Minimum Qualifications

• Must be able to engage in periodic overnight travel. A valid Virginia driver’s license is required.
• Experience in data collection methods, data management, and data analysis techniques is required.
• Experience using spreadsheets and database programs is required.
• Knowledge of data collection methods, data management, and data analysis techniques.
• Ability to apply knowledge of data collection methods, data management, and data analysis techniques to interpret/analyze data, compile reports, and support the development recommendations.
• Ability to aggregate data, and use computer applications to manage data including appropriate software such as spreadsheets, database graphics, or other applications to report program data.
• Demonstrated ability to communicate effectively both orally and in writing including presenting data with contextual narrative.
• Demonstrated ability to facilitate group meetings with participants of varying capacities and diversity.
• Considerable interpersonal skills and ability to work in a team environment.
• Experience in conducting and providing, training workshops, making technical presentations, and effectively communicating to facilitate group discussions with diverse populations, team members, and stakeholders.
• Work experience and proficiency in Microsoft Office suite (including Word, Excel, PowerPoint, and Outlook) to create reports, draft documents and create presentations.

Additional Considerations

• Knowledge of the Homeless Management Information System (HMIS) and Housing and Urban Development. (HUD) data reporting requirements are preferred.
• Ability to manage federal reporting systems preferred.
• Knowledge of federal and state homeless services programs is preferred.
• Experience in grant administration and project management preferred.
• Experience in managing multiple programs, priorities, and fiscal resources preferred.
