Job Duties

The Ryan White Fiscal Grants Manager serves as a subject matter expert responsible for fiscal oversight, compliance, and administration of the Ryan White grant for the Office of Epidemiology. Provides supervision of staff and oversight and evaluation of the financial aspects of the grant and ensures compliance with applicable state and federal laws, regulations, standards, and grant/policy guidance issued from the federal funder that govern compliance and administration. Duties include but are not limited to grant and budget management including preparation and oversight of program budget and resources, execution of all stages of the grant life cycle for fiscal-related deliverables, oversight of invoicing processes and reconciliation, administrative management of fiscal and program spending and allocation; effective supervision of program’s fiscal team to meet the program’s business and compliance needs. Also ensures compliance with all regulations and legislation and provides appropriate supportive expenditures documentation for consults with staff in VDH’s OFM for their conduct of routine draws to ensure accuracy and financial integrity; prepares and submits grant required fiscal reports including Federal Financial Reports, and provides fiscal data as requested; participates in strategic planning and implementation of service modernization and innovation for service delivery; and establishes processes and procedures based on analyses to enhance program efficiency, cost effectiveness, and financial feasibility/sustainability for service delivery. Frequent interaction with internal and external customers, including management, requiring technical knowledge, and strong communication skills to resolve issues and provide technical assistance for fiscal operations and compliance. Occasional out-of-state travel is required for business purposes.



This is a restricted position, which is solely funded by the RYAN WHITE CARE ACT TITLE II for a 2-year period ending March 31, 2025. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

• Knowledge of state accounting and financial policies, procedures, and operations, governmental accounting and auditing requirements, and state financial and procurement systems and contracting.
• Considerable knowledge with federal and state grants management
• Experience in budget preparation, analysis, and allocation
• Experience organizing and managing complex fiscal and accounting operations, monitoring and evaluating administrative operations, and recommending and implementing improvement.
• Ability to collect and analyze data and present findings in comprehensible methods and visualizations to diverse audiences.
• Experience managing multiple funds, cost centers, and budget streams to the account level.
• Supervisory experience and demonstrated skill in effectively managing staff and priorities, determining objectives, providing technical guidance and training, and evaluating performance

• Experience serving as a lead financial/grant manager in state government
• Knowledge of Ryan White grants’ fiscal tasks, oversight, and compliance responsibilities
• Ability to correctly interpret and apply legislation, regulations, grant management policies, and administrative guidance from funder for program operations and compliance.
