Job Duties
The Virginia Department of Veterans Services (DVS) serves Virginia’s veterans and family members by ensuring they receive the benefits, support, quality care, and recognition they have earned through service and sacrifice.
The position of Director of Infrastructure and Operations reports to the DVS Chief Technology Officer, who oversees and manages Information Technology Directorate. IT Infrastructure and Operations Director oversees IT programs in alignment with the strategic goals of the agency, directs and manages the IT Operations staff, including supervision and development of direct reports, and works with the CTO to ensure the integrity of the division’s budget and strategic planning processes. Provides operational and strategic direction to multiple functional areas including service requests, triage/response to network related incidents/problems, and changes to servers, applications, databases, oversee rollout of new equipment, including PCs and mobile devices, and DVS enterprise networks. This position will design, implement, and operate the agency’s End User and Network Operations and oversee division-wide operations, with responsibility for the strategic direction of the division’s mission and the outcomes of division performance. Ensures compliance with the Virginia Information Technology Agency (VITA) and Department of Veterans Services’ policies, and guidelines; compliance with state and federal statutes governing the collection and security of data and the administration of IT systems and applications. This position will have the ability to telework 1 day a week.
Minimum Qualifications
Experience and or educational background in Computer Science or related field or equivalent experience. Prior years relevant technology, service delivery management experience. Proven experience in IT infrastructure, strategic planning and development, project management, and policy development. Ability to set up, configure, upgrade, manage, and troubleshoot routers, switches, VPN concentrators, firewalls and wireless access points. Ability to set up transport protocols, routing protocols, security/authentication protocols, Ethernet; Network cabling, trunking, IPsec, dialup services and MPLS services. This position requires extensive knowledge of desktop and laptop PC hardware, software, and operations, mobile devices (IOS and Android), and various telephone systems (VOIP, analog, Centrex, etc.). Experience with systems design and development from business requirements analysis through to day-to-day management. Knowledge of business theory, business processes, management, budgeting, and business office operations. Demonstrated ability to apply IT in solving business problems. Advanced knowledge of contract negotiation and vendor management. In-depth knowledge of applicable laws and regulations as they relate to IT. Strong understanding of human resource management principles, practices, and procedures. Demonstrated experience working with a range of technical staff to develop joint solutions. Highly self-motivated, self-directed, and attentive to detail. Strong leadership, coaching and mentoring skills. Excellent oral, written, and interpersonal communication and presentation skills.
