Job Duties

The Virginia Department of Veterans Services (DVS) is a state government agency with 50 locations across the Commonwealth of Virginia. DVS traces its history to 1928 and the establishment of the Virginia War Service Bureau to assist Virginia’s World War I veterans. Today, DVS assists veterans and their families in filing claims for federal veterans benefits; provides veterans and family members with linkages to services including behavioral healthcare, housing, employment, education, and other programs. The agency operates three long-term care facilities offering in-patient skilled nursing care, Alzheimer’s/memory care, and short-term rehabilitation for veterans; and provides an honored final resting place for veterans and their families at three state veterans cemeteries. It operates the Virginia War Memorial, the Commonwealth’s tribute to Virginia’s men and women who gave the ultimate sacrifice from World War II to the present. The DVS Director of Transformation will play a key role in improving the agency through key program management, change management framework establishment, team coaching on change management best practices, and targeted operational support of veteran services and initiatives. The role will contribute to developing DVS’ long-term operational strategy to ensure DVS is set up to continually adapt to the changing needs of Virginia’s veterans. The Director will report to the agency Chief of Staff and serve as a strategic partner to DVS’ seven? service line leaders. The Director’s priority will be to lead DVS’ flagship online portal hub, the Virginia Veterans Network (VVN). This critical program will catapult Virginia to the forefront on providing Virginia’s veterans and their families access to critical resources and partners across the state

Minimum Qualifications

• Executive experience providing support to leaders, stakeholders, business partners, and the community on relevant topics impacting veteran services.
• Program management experience, including managing multiple workstreams/projects, defining and executing to key objectives and results, and integrating executive and other stakeholders effectively.
• Experience developing and monitoring objectives and key results (OKRs) to measure progress towards outcomes, including building dashboards and cadences to monitor progress.
• Comprehensive knowledge and experience in systems planning and development methods; skill in problem identification and resolution.
• Strong relationship management skills and demonstrated ability to build strategic partnerships, influence change, create and maintain credibility among colleagues and senior leadership.
• Demonstrated ability to manage cross functional teams to address operational gaps, define solutions, and manage the implementation of improvements with tangible results.
• Ability to collaborate with diverse stakeholders to build consensus and drive for results without direct authority.
• Demonstrated ability to problem solve and recommend appropriate solutions based on logical considerations of alternatives.
• Familiarity leveraging technology to achieve success.

Additional Considerations

• Knowledge of veteran programs including education, transition services, employment, benefits services, counseling, family support, or related programs to support veterans.
• Demonstrated experience with information technology platforms to develop and implement various projects from inception to implementation.
• A combination of advanced education and experience in project management, business, public administration, technology management, organizational leadership, or related field.
