Job Duties

The Virginia Department of Motor Vehicles (DMV) is seeking a Director of Organizational Development to build a comprehensive and effective employee experience program for the agency. Our ability to fulfill our mission begins with our employees. The Director of Organizational Development is a key leadership role responsible for driving strategic initiatives that enhance the overall effectiveness and efficiency of DMV. This people-focused position focuses on fostering an inclusive and engaging work environment, promoting organizational and employee development, and ensuring that organizational practices align with the agency’s values, mission, and long-term goals.
Duties and responsibilities for this position includes:
• Managing and directing employee engagement, recognition, change management, organization culture, organization design, talent (performance) management, data analytics, professional development and career paths, leadership development, and succession planning.
• Partnering with Human Resources to build an experience that helps the agency attract, retain, and engage the right talent.
• Developing evaluation tools and methodologies to measure organizational performance and needs.
• Conducting regular assessments of the organizational culture and recommending and implementing initiatives to enhance it.
• Delivering training programs, workshops, and resources to build and enhance leadership competencies.
• Providing leadership coaching and development to senior leaders and managers to enhance their leadership capabilities and drive employee engagement.
• Supervising a team of professionals.
• Developing and implementing program objectives with a high level of independence and judgement.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Strong understanding of organizational and employee development principles, theories, and practices.
• Knowledge of principles and practices of employee engagement.
• Knowledge of change management principles and methodologies.
• Strong leadership and people management skills, with the ability to inspire and motivate others. Excellent written, verbal, presentation, and facilitation and people skills, with the ability to influence and interact effectively with diverse stakeholders.
• Proficiency in data analytics and reporting.
• Demonstrated ability to develop strategic plans and initiatives.
• Demonstrated ability to manage multiple priorities and initiatives in a fast-paced environment.
• Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
• Resilient and adaptable with the ability to navigate change and uncertainty.
• Strategic thinker with the ability to see the big picture and align organizational development initiatives with business goals.
• Demonstrated ability to work collaboratively and influence others.
• Commitment to integrity, ethical practices, and public service.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), as well as familiarity with training relevant software and technology platforms and organizational development tools and technologies.

Additional Considerations

• Extensive experience leading large-scale organizational development and change management initiatives including organizational culture, employee engagement, leadership, and employee development.
• Considerable experience in the designing and delivering training programs.
• Experience in a leadership role within a large, complex organization.
• Certification in Organizational Development or other related field is a plus.
• Experience with organizational development software and tools is a plus.
