Job Duties

The Virginia Department of Agriculture and Consumer Services’ Finance Office is seeking an experienced accounting professional to serve as the Assistant Director of Finance. This position provides oversight and manages accounting and processing operations to ensure compliance with all state and federal requirements including governmental accounting standards to ensure accurate recording, reconciliation, and reporting of all financial transactions. In addition, this position provides direction to managers related to online transaction processing; coordinates and manages ARMICS control reviews, oversees fiscal year end activities including preparation of financial schedules in compliance with the State Comptroller’s directives; collaborates with agency management and information technology staff on maintaining agency financial systems as well as development of integrated online payment applications. The Assistant Director of Finance leads a staff of seven accounting professionals directly supervising two managers. This position may require working extended hours during year-end close in order to meet Agency mandated deadlines. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.

Minimum Qualifications

Candidates must have comprehensive knowledge and experience with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, fund accounting, financial reporting including management of month-end close, year-end close, financial statements, reconciliations, and internal controls. Comprehensive knowledge and experience with employee management, governmental transaction processing including management of disbursements, revenue, and payroll. Working knowledge of Commonwealth policies and procedures including ARMICS. Knowledge of accounting or finance. Ability to understand complex accounting transaction processing between interfacing systems; to independently make sound conclusions to resolve discrepancies between systems; and to create and analyze data in complex spreadsheets, perform data analysis, and to work in an automated and multi-disciplinary environment. Demonstrated ability to manage, supervise, and train while managing multiple priorities and meeting rigid deadlines; to independently establish, maintain, evaluate and improve financial processes, systems, and internal controls; to conduct testing and reviews of internal controls; and to prepare reports that clearly define technical and factual conclusions; to reconcile complex accounting transactions; to work independently, manage multiple priorities and meet rigid deadlines. Detail orientated and strong organizational skills along with the demonstrated ability to work effectively with agency management, employees, central agency staff, auditors, and other officials and have effective customer service and oral/written communication skills and computer proficiency including MS Office Suite. H.S. Diploma/GED required.

Additional Considerations

A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities. Experience with performance management and supervisory principles of professional financial staff; with developing, interpreting and applying fiscal policies and procedures; Cardinal proficiency and credentials of Certified Governmental Financial Manager (CGFM) or Certified Public Accountant (CPA).
