About the Position:

Applicants hired into this position who are not currently VA state government employees are eligible for a $5,000 sign-on bonus upon hire with signature of a 12-month agreement.

Applicants hired into this position who are currently working for VA state government are eligible for a $5,000 retention bonus after 10 months of successful service with signature of an agreement for an additional 12-months of service.

Classified Applicants hired into this position who are already working in VSP’s Firearms Transaction Center (Dept 041000), or Dispatcher function are not eligible for either a sign-on bonus upon hire or a retention bonus after 10 months.

The Virginia State Police is seeking to hire an Agency Management Analyst Senior in our Criminal Justice Information Services Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will supervise staff within the Firearms Transaction Call Center who are responsible for compliance with the Code of Virginia §18.2-308.2:2 and is the Point of Contact for the Federal Bureau of Investigation’s (FBI) National Instant Criminal Background Check System (NICS); coordinates the processing of firearm purchases in the Commonwealth to ensure state and federal firearm laws are enforced; trains new and current employees in daily work processes, State and federal firearm laws and Departmental policies and procedures; analyzes criminal records and other documents to determine if there are prohibiting factors that prevent potential gun buyers or other recipients of firearms from lawfully purchasing or possessing of firearms; responds to questions related to State and federal firearm laws; notifies criminal justice agencies in instances of customer denials based on mental health and protective orders; initiates apprehension of wanted persons and initiate criminal investigations in certain instances; testifies in court pursuant to a subpoena as required; collects and assembles statistical information pertaining to daily work processes and production of the Call Center staff; and ensures retention of forms and criminal records according to statutory requirements. This position is considered a critical position and the incumbent must be willing to work rotating shifts to include weekends and holidays.

Minimum Qualifications

•Considerable knowledge of federal and State laws, rules, regulations, ordinances, and procedures relating to the Commonwealth of Virginia as such relates to firearms purchases and licensure.
•Working knowledge of State and federal criminal history databases; and of supervisory principles and practices.
•Skill in operating computers and using Microsoft Office applications.
•Demonstrated ability to access, retrieve and interpret State and federal automated criminal records; to interpret criminal arrest and disposition information; to develop and maintain effective working relationships with internal and external customers; and to communicate effectively orally and in writing in English.
•Experience in retrieval and interpretation of criminal arrest and disposition information.
•Must be willing to work rotating shifts to include weekends and holidays.
•Prior supervisory experience.
•High School Diploma or GED equivalent.
•Must be eligible to become Virginia Criminal Information Network (VCIN) certified which requires either United States citizenship or a lawful permanent resident of the United States and eligible for naturalization.
