Job Duties

The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Financial Reporting Manager.

The Virginia IT Agency (VITA) is seeking a qualified Financial Services Manager II to oversee the development of internal and external financial reports.

This position will be responsible for reviewing and analyzing monthly financial reports, financial statements, and account reconciliations to include but are not limited to GASB 87 lease data and GASB 96 SBITA data. This position will also prepare fiscal year-end financial statements to be submitted and included in the Commonwealth’s Annual Comprehensive Financial Report (ACFR).

Additional duties include providing leadership, training, and direction to fiscal employees supporting the financial services department. In addition, this role will develop policies and procedures to support accounting for complex IT service agreements in accordance with Generally Accepted Accounting Principles (GAAP).

Minimum Qualifications

Considerable experience in accounting or finance.

Considerable experience managing and directing staff.

Considerable advance level knowledge and experience applying Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB) policies and other governmental accounting principles, policies, and procedures.

Considerable current knowledge of fund accounting and governmental financial management best practices.

Considerable demonstrated experience analyzing large datasets, for the development of complex internal and external financial reports and statements (especially for monthly and fiscal year-end reporting).

Considerable demonstrated experience in understanding complex IT managed service agreement contract terms and determining the appropriate accounting treatment.

Considerable experience working with agency staff, management, auditors, and other officials at the highest levels of state government concerning issues of a financial or administrative nature.

Experience serving in a leadership role and providing performance management and development to staff.

Considerable experience in reviewing and interpreting regulations, policies, and procedures.

Experience developing and implementing changes to existing processes and create standard operating procedures (SOPs) for new operational functions.

Considerable experience in managing multiple projects and meeting deadlines.

Considerable experience in utilizing tools in Microsoft Office (Word, Outlook and Excel); such as formulas, pivot tables, etc., creating and developing spreadsheets to effectively accomplish work, manipulate and analyze data, and communicate relevant information to internal and external stakeholders.

Additional Considerations

CPA or CGFM professional designation.

Knowledge of lease and asset accounting and current GASB standards.

Experience working in the state’s automated accounting system (Cardinal) and other accounting software programs.
