Job Duties

This position works at both Nottoway Correctional Center & Lunenburg Correctional Center. To provide accurate, timely, purchasing functions following Virginia Public Procurement Act (VPPA), Virginia Division of Purchases & Supplies (DPS), Virginia Department of General Services (DGS) and institutional policies for all purchases. Writes specifications, invitations for bids, and requests for proposals. Evaluates bids with the user and makes initial award. Responsible for keeping Accountant and Business Manager aware of potential problems and responsible for keeping them aware of problems resolved on a timely basis. Coordinates evaluations of vendor performance. Ensures duties are performed as needed and policies are adhered to.


Minimum Qualifications

Experience related to public or private procurement. Virginia Contracting Associate (VCA) or higher Virginia Contracting Officer (VCO) or other related certification preferred. If individual does not have the VCA certification, the individual will be required to obtain the VCA within 1 year of being hired as a condition of employment.

Additional Considerations

Working knowledge of state and agency policies and procedures. Must possess a working knowledge of computers and must have at least moderate computer and typing skills. Must demonstrate ability to effectively follow oral and written instructions and managing multiple tasks. Must be able to communicate and deal effectively with vendors, agency personnel and institutional department heads while maintaining harmonious working relationships and must be able to resolve complaints.
