Job Description:
The Dept. of General Services, Information Systems Services (ISS) is seeking a PeopleSoft Developer. ISS provides automation support for all DGS agency divisions and business units including the Offices of Fiscal Services and Human Resources. As part of the ISS team, this position is primarily responsible for software development, administration, performance tuning, problem identification and resolution in support of our DGS PeopleSoft Financials system. Assisting with PeopleSoft administration work such as CPU/PTINFRA patching, PUM maintenance, upgrades, or new module implementations, will be required as necessary. The successful candidate will also provide user support for production applications during normal business hours and occasionally after hours.

Job Responsibilities:
• Provide PeopleSoft design, development, configuration, testing, deployment, and maintenance services for DGS PeopleSoft FSCM (‘Financials’), and HCM (‘Time & Labor’), systems as assigned.
• Adhere to established development methodologies, change control, and producing appropriate supporting documentation is essential in this role.
• Effective coordination of project tasks vs. operational requirements within organization.
• Stay abreast of industry trends and directions for Oracle PeopleSoft and DB.
• Learn about DGS principal business functions and strategic initiatives and apply this within DGS PeopleSoft systems.
• Learn supported business activities.
• Develop and foster a close working relationships at all levels of the organization and provide an excellent customer service experience for all supported business users.
• Writing and diagraming, including technical documentation, workflows, requirements, test plans, design and systems documentation, training, and user documentation.

This position is eligible for a hybrid telework schedule (telework 2 days/week) upon completion of an approved telework agreement.

Minimum Qualifications

• Experience and working knowledge of PeopleSoft software configuration, coding, and testing methodologies, ideally with development experience in PeopleSoft 9.2 or greater.
• Experience providing excellent PeopleSoft technical support for the user community.
• Experience developing test plans, design documents, systems documentation, and user guides.
• Must be able to perform complex SQL queries and use database tools to examine table structures, indexes and other database objects.
• Must have excellent interpersonal and communication skills with the ability to establish strong working relationships with technical teams and business users.
• Good oral and written communications skills, interpersonal, and organizational skills for effective communications with all levels of the business and technical organizations.
• Ability to participate productively in team meetings and peer reviews and inspections of requirements documents, functional and technical designs, and code.
• Experience and working knowledge of Windows Operating System(s) and the Microsoft Office suite of applications for word processing, spreadsheets, presentation, and workflow diagrams.
• Ability to establish a working relationship with users, obtain a good understanding of their business, and provide an excellent technical support experience.

Additional Considerations

• Prefer experience and working knowledge of PeopleTools version 8.59+, PeopleCode, SQR, Data Mover, Application Designer, Query Manager, SQL Developer, Integration Broker, Job Scheduling, and BI Publisher.
• Prefer a solid working knowledge of the PeopleSoft Financials and HCM modules (preferably in v9.2+), including experience with successful implementation(s) of enterprise projects, customizations, upgrades, and PUMs.
• Work or support experience in assigned division’s mission area is a plus (Finance: AR, AP, GL, Commitment Control, Billing, Lease Administration).
• Prefer experience working with Oracle databases 12g or greater (preferably 19c), and MS SQL Server (including data verification, updating and security concepts).
• Experience or strong working knowledge of nVision is a plus.
• Experience developing PeopleSoft interfaces into legacy and/or 3rd party systems preferred.
• PeopleSoft Administration training or experience is a plus.
• Prefer experience developing user and technical documentation in both document and video formats.
• Experience implementing PeopleSoft applications, version upgrades, and customizations.
• Knowledge of computer programming languages and technologies like hypertext markup language (HTML), JavaScript, structured query language (SQL), Microsoft SQL Server, UNIX operating system is helpful.
• Helpful to possess understanding of project management methodologies and activities, including project and resource planning, activity sequencing, risk assessments, communication planning, and status reporting.
• Helpful to understand MS Power Platform suite of applications, DocuSign, and project management software (MS Project).
• Experience using a help desk/issue ticketing system is beneficial.
• Exposure to CARDINAL, the Commonwealth’s enterprise accounting and HCM systems, or other COV projects is a plus.
