Job Duties

VDOT's Staunton District Interstate Maintenance Office (IMO) is seeking a highly motivated Interstate Contract Monitor to join their team!  As the qualified candidate you will prioritize, plan, develop, and deliver all aspects of the District interstate maintenance program in your assigned area. This will include the field oversight and management of the various contracts that provide the services for the IMO. This position will be in the Staunton South Interstate area. Primary area of assignment and duties will be I-81 and I-64 in the Counties of Rockbridge and Alleghany. The District Interstate maintenance program manages over 940 Lane miles of I-81, I-66 and I-64 through the Counties of Frederick, Warren, Shenandoah, Rockingham, Augusta, Rockbridge and Alleghany. Specifically, you will perform the following:

· Daily direct oversight and management of the Flexible Asset Maintenance Services contract. This includes assessing 3rd Party Damage repairs to ensure compliance with Road & Bridge Standards. Tracking the timeliness of asset repair activities. Monitoring and recording Incident Response performance and resources. Ensuring compliance and proper performance of Requirements Based services such as roadway sweeping, mowing, asphalt repair, crack sealing, etc.
· The Planning, Development, Resource allocation and Execution of the IMO’s Hired Equipment with Operator contract. This involves the planning of the work, selection of equipment and personnel, ordering of materials & supplies, field direction and oversight of contractor work, approval of work completed, timely completion of timesheets and assist the Contract Administrator in reviewing invoices to support approval of payments.
· The Planning, Development, Resource allocation and Execution of the IMO’s Overhead & Cantilever Sign contract. This involves the planning of the work, selection of equipment and personnel, ordering of materials & supplies, field direction and oversight of contractor work, approval of work completed, timely completion of timesheets and assist the Contract Administrator in reviewing invoices to support approval of payments.
· Maintain a detailed, concise daily dairy of Monitor activities and all Contractor performance.
· Participate in IMO planning discussions, Monthly meetings and Contractor Performance reviews as required.
· Develop and maintain relationships with the various internal sections and departments supporting the IMO.
· Other duties as assigned to support the performance and operations of the IMO.

Minimum Qualifications

• Ability to obtain and maintain required certifications.
• Demonstrated ability to communicate effectively with diverse audiences and conduct meetings.
• Ability to evaluate the work of others.
• Knowledge of highway maintenance, construction equipment, materials and methods.
• General knowledge of VDOT's Road and Bridge Standards and Specifications, roadway maintenance and construction practices and policies, and OSHA and environmental regulations and laws.
• Ability to plan, monitor and evaluate contractual personnel activities.
• Ability to gather, analyze data and maintain accurate records.
• Experience in interpreting policies and procedures.

Additional Considerations

• Erosion and Sediment Control certification.
• Pavement markings and guardrail installation certification, Guardrail Installation, Replacement, Repair (GRIT).
• Experience in highway maintenance and construction activities, as well as contract development and administration.
• Demonstrated ability to work under stressful situations.
• Demonstrated knowledge and experience leading and managing roadway maintenance crews.
• Experience in incident response and emergency operations.
• Prior experience evaluating and directing the work of others.
• Considerable knowledge of highway maintenance activities and operations, construction equipment, materials and methods.
• Intermediate Work Zone Traffic Control Safety.
• Experience in developing contract specifications and engineering estimates.
• CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course.
• Documented experience in an operations maintenance environment.
