The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

We are currently seeking an experienced professional to serve as an Accounting Manager for the Division of Finance, reporting to the Accounting Manager Senior.

This position’s responsibilities and duties will include but are not limited to: providing daily supervision and management of staff and various accounting activity critical to the agency's financial operations, including managing and assisting with payroll duties for both agency 765 and 200 and working with the Payroll Service Bureau (PSB) at DOA to ensure payroll is certified accurately and timely. The position provides support to other Divisions/Units for accounts receivable reporting and submits quarterly reports to DOA on behalf of the agency. This position performs analytical work to ensure compliance with state and federal rules and regulations and is responsible for submitting ACFR (Annual Comprehensive Financial Report) attachments during each state fiscal year end. This position is also responsible for managing and assisting with the quarterly cost allocation process, as well as submitting quarterly Public Assistance Cost Allocation Plan (PACAP) Amendments to the Federal Government for review/approval. This position reports to the Accounting Manager Senior. This position provides direct support to the Division of Finance, VDSS Executive Leadership as needed, other division directors, program managers and staff, as well as external partners and stakeholders.

Minimum Qualifications

Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP).

Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) Manual.

Experience preparing account reconciliations, updating/maintaining spreadsheets, creating journal entries, and preparing financial reports.

Demonstrated ability to interpret and apply state and federal policies and regulations.

Working knowledge utilizing Microsoft Office (Word, Outlook, and Excel) to include utilizing formulas, pivot tables, etc. to create and develop spreadsheets.

Working knowledge of automated financial/accounting systems.

Supervisory experience.

Extensive work experience in fund accounting and state government.

Demonstrated strong accounting and financial management skills.

Ability to train a group of people related to changes in Federal/State guidelines, rules and regulations.

Ability to exercise independent judgement in decision making to include reconciliation and interpretation of rules and regulations.

Ability to communicate effectively with all business professionals, partners, customers and diverse staff of professional accountants.

Strong communications and interpersonal skills.

Ability to plan/organize multiple responsibilities and ensure completion of tasks by their due date.

Ability to understand organizational purpose(s) and mission(s) while relating it to staff, providing management and supervision.

Additional Considerations

Professional experience in a large fiscally complex environment.

Experience compiling, researching and analyzing complex financial information and reports.

Experience in related accounting systems (Cardinal/Oracle Financials) and reconciling systems data.

Payroll experience.
