Job Duties
The Virginia Department of Education (VDOE) is seeking a qualified and experienced individual to provide support to the Division of Special Education and Student Services (SESS) team by providing fiscal monitoring in the Commonwealth in the area of special education finance and assists in implementing the Special Education State Improvement Plan. The individual will perform onsite and desk reviews of grantees’ financial or special education records for compliance with federal or state regulations, policies, procedures or guidelines. Some responsibilities of this position include: planning and developing fiscal monitoring schedules after conducting risk assessment of assigned department or functional area within established or required timelines; establishing risk-based audit programs, determines scope of review in conjunction with the review team, and reviews the suitability of internal control designs; conducting audit testing of specified fiscal areas and identifies reportable issues and dimension of risk including procurement, inventory, time and effort, LEA Maintenance of Effort, Proportionate Set-Aside, Excess Costs; conducting on-site and desk reviews of sub-recipient’s use of funds for allowable uses and compliance with local, state and federal requirements; and preparing draft reports of findings and working collaborative with SESS staff members, including program improvement staff, and review team members. The individual may also conduct ARMICS testing. Internal audit, grants administration or financial oversight responsibilities are desirable.

Minimum Qualifications
Familiar with EDGAR, OMB Circulars/Uniform Guidance Document, OMEGA and general auditing practices or methodologies
Broad knowledge of special education finance or federal grant administration or monitoring
Broad knowledge of state procedures for administering special education funds
Basic understanding of regulations governing education of children with disabilities
Broad understanding of local division policies, procedures, functions, and administration
Considerable knowledge of federal and state special education and compliance regulations
Experience at the state and/or local level in administering special education programs or financial programs
Demonstrate the ability to define problems and apply problem solving techniques to complex educational issues
Demonstrate the ability to participate on interdisciplinary teams to coordinate or produce independently the completion of projects
Demonstrate the ability to present effectively complex information to both technical and lay audiences
Demonstrate the ability to manage multiple assignments with critical deadlines
Demonstrate the ability to coordinate, critique, and edit work products
Demonstrate the ability to involve yourself in several projects and tasks, with regularly varying priorities and developing concerns
Skill to communicate efficiently, both orally and in writing, to internal and external clients
Considerable experience in applying expertise to problems in education
Basic knowledge of school division administration
Working knowledge of word-processing and spreadsheet software
Additional Considerations
Graduation from an accredited college or university or an equivalent combination of education and experience is preferred
A degree in accounting is preferred
