The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Statewide Strategic Sourcing Manager.
This position leads the Statewide Strategic Sourcing team within the Supply Chain Management (SCM) division of the Virginia Information Technology Agency (VITA). The Statewide Strategic Sourcing Manager develops strategies and directs complex IT sourcing initiatives to maximize the value for executive branch agencies and all public bodies through the establishment of statewide IT contracts with an approximate annual value of $1B. This position is responsible for maximizing the Commonwealth’s purchasing power and providing efficient and best value contracts to meet customer IT needs. The ideal candidate must have strong analytical skills to create data-driven business strategies and must be innovative and solution-oriented to address complex IT procurement issues.
This position is responsible for managing the statewide sourcing process, which is comprised primarily of large, complex competitive negotiation procurements (RFPs). The position must develop and implement best practices and continually improve processes to achieve efficient and effective operations and to ensure proper controls and compliance with the Virginia Public Procurement Act, Buy-IT Manual, other statutory requirements, regulations, standards, rules and policies. The position ensures sufficient market research and planning have been conducted to create a comprehensive procurement strategy with relevant requirements, SLAs, risk-mitigation tactics and appropriate terms and conditions. The position oversees complex IT negotiations. Additionally, this position is responsible for procurement template and records management and ensures data integrity within systems used to support operations.
This position leads a team of experienced statewide sourcing professionals and actively participates in organizational transformation efforts within SCM. The position mentors and develops the team holistically while instilling a positive work culture with a focus on continuous improvement and customer service. The position is on the SCM management team reporting to the Director of Statewide Sourcing and Category Mangement.
This position builds and maintains strategic partnerships within VITA and with external stakeholder groups, including Office of Attorney General, Department of General Services, and various levels of management within customer organizations such as agency heads, IT directors, procurement directors, as well as industry partners. This position represents VITA in meetings and conferences with the public and other entities as appropriate; and reports progress on initiatives to the Director of Statewide Sourcing and Category Management and VITA executive leadership.
The ideal candidate must have strong leadership skills; strong oral and written communication skills, including public speaking; be collaborative and solution-oriented; organized and detailed-oriented to ensure quality assurance, consistency in execution, and adherence to timelines with several concurrent complex IT procurements being executed by the team.

Minimum Qualifications
Ability to be innovative and solution-oriented with considerable applied knowledge and experience in strategic sourcing, negotiating, and managing complex IT procurements.
Strong knowledge of public procurement and the Virginia Public Procurement Act.
Experience managing a large program to include the people, processes, tools, and technology within the program to achieve successful business outcomes.
Strong analytical skills with demonstrated ability to create data-driven business strategies.
Integrative thinking to understand strategic needs and develop and shape strategies to achieve goals.
Strong knowledge of business principles including general management, human relations, fiscal management and strategic business planning.
Establish and maintain an organizational structure that supports VITA objectives; strong people leadership and change management, including proven ability to lead, supervise, motivate, challenge and develop staff to achieve superior performance and results.
Extensive experience and skill in establishing positive and effective partnerships with internal and external stakeholders.
Exceptional communication skills necessary to work with all levels of government and the public.
