Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified individual to serve as a Substance Use Treatment Administrator to assist the Director of Substance Use Services with leadership, direction, management and support for the Office of Substance Use Services as well as maintaining compliance with federal and state code and regulations pertaining to the use of specific financial resources, planning, development, direction, coordination and monitoring the delivery of substance use services throughout the Commonwealth. This position provides coordination and leadership with cross-agency substance use initiatives, funding coordination, and reporting; clinical input and support to substance use treatment professionals, including discussing cases related to substance use funding; and identifying problems with meeting metrics as it relates to substance use treatment interventions with CSBs and other DBHDS funded entities
Additional responsibilities include:
• Coordination of training services to support the continuum of prevention, harm reduction, treatment and recovery support services across domains to expand education opportunity for substance use disorder treatment.
• Accountabilities to include developing contracts, completing Exhibits, and other related procurement functions as it relates to the coordination of training, event planning and promotion, training development and management, and training rollout.
Minimum Qualifications
• Knowledge of substance abuse service delivery systems and operations on a local, statewide, and national level.
• Data literacy, along with the ability to read charts and graphs, and interpret Center reports related to budgeting and finance.
• Demonstrated ability to understand diagnoses using the DSM V.
• Familiarity with severe and persistently substance use populations.
• Ability to apply knowledge base to formal training modules in specific fields of established expertise.
• Ability to contribute to State level consultations and committee membership within scope of clinical responsibility.
• Experience with clinical oversight of staff.
• Strong verbal and written communication skills, to include office memos, inter-agency correspondence, and clinical reviews.
• Demonstrated ability to understand fiscal parameters of management.
• Knowledge and understanding of relevant ethical considerations, including consumer confidentiality and standards of practice, as well as the ability to use knowledge and understanding of ethics to provide OSUS and statewide consultation on ethical issues that call for interpretive insights and directions.
• Extensive knowledge and understanding of relevant standards put forth by regulatory agencies and practice guidelines within scope of clinical responsibility.
• Experience designing and implementing effective clinical programs in local, regional, and State level arenas.
Additional Considerations
• Experience in managing a substance use/behavioral health service provider agency or organization, local government human service agency, unit or division, or state government human service agency.
• Direct clinical care and clinical supervision or clinical program development experience in a community substance use/behavioral health center.
• Experience working in a licensed behavioral health/substance use facility.
