Job Duties

The purpose of the Legislative Consultant is to provide training and technical assistance for licensing staff and program staff, and to assist with the development, implementation and interpretation of legislation, regulations, policies and procedures.

Minimum Qualifications

• Knowledge of the health, safety, social and community resources for child day programs that fall under VDOE Office of Child Care Health and Safety.
• Demonstrated knowledge of regulatory development process.
• Skills in use of personal computer and software packages related to word processing and data management/analysis, including understanding of layout and design to prepare print and electronic documents for the public.
• Skills in interpersonal relations and conflict resolution.
• Skills and experience in preparing complex documents for a variety of officials, stakeholders, and users.
• Ability to coordinate policies and activities across organizations.
• Ability and experience in analyzing policy and programmatic trends.
• Ability to plan and organize work projects.
• Ability to effectively communicate verbally and in writing with a variety of public and private audiences, within and across organizations.
• Ability to collect and analyze data.
• Ability to interpret and apply laws, regulations, and program/division procedures.

Additional Considerations

• Demonstrated knowledge in the areas of human services, education, or public administration.
• Experience chairing or leading administrative meetings or high-level stakeholder meetings.
• Experience in an adult care facility, childcare facility, human services program operation or administration is strongly preferred.
