Job Duties

Come join our team at the Department of Workforce Development and Advancement (DWDA)! In 2023, bipartisan legislation consolidated a dozen workforce development programs and data systems from various existing Commonwealth of Virginia agencies to create the Department of Workforce Development and Advancement (DWDA), known as Virginia Works. On July 1, 2024, Virginia Works stood up as an independent agency dedicated to creating, sustaining, and retaining a highly skilled workforce, and committed to making sure Virginia Works for everyone.

Seek out and manage opportunities for grant funding that support the mission of Virginia Works. Focus on increasing grant funding levels across targeted programs and operating units by securing maximum funding from government sources, non-profit organizations, and the private sector. Research and recommend grant opportunities; handle pre-award grant activities; review and submit final grant applications; prepare budgets and financial reports; develop policies and procedures; conduct training and make formal presentations; maintain systems and processes for grant data and documentation; and coordinate grant uploads, drawdowns and award notification. Provide technical expertise and support agency goals as identified in relevant strategic plans, including state-wide innovation, agency initiatives, policy, workforce development programs and special projects. Serve as the primary grant writer and provide strategic oversight to support project directors in developing and submitting grant applications.

Minimum Qualifications

• Comprehensive knowledge of grant writing techniques, funding processes and funding
sources (private and public), grant funding policies and procedures, and applicable local,
state, and federal regulations.

• Excellent project management and evaluation, technical writing and oral communication,
research, computer (e.g., Microsoft Office or 360 or comparable software), analytical,
team building, decision-making, and interpersonal skills.

• Ability to strategically identify and target grant funding opportunities; prepare and
submit grant applications; maintain effective working relationships; provide technical
assistance, conduct training and make formal presentations; form effective teams and
lead multiple partners to successfully develop and submit grant proposals and achieve
funding goals; meet grant funded schedules; and analyze business needs, develop grant
sources to meet them, and prioritize efforts.

Additional Considerations

• Education, experience or training in grant writing/solicitation, funding development, or
business/public administration.

• Considerable experience successfully writing and securing federal, state, and non-profit
or private grants.

• Considerable experience in successfully directing the oversight of grant seeking process:
researching, coordinating, budget development, grant workplan implementation, and
performance reporting.

• Possession of a valid Driver’s license as intermittent travel is required.
