Job Duties

The Virginia Department of Emergency Management (VDEM) is currently seeking qualified Adjunct Instructors (Lead and Co-Instructors) to provide state-wide instruction, across multiple disciplines on an as needed basis depending on the needs of the agency.

The Adjunct Instructors will be responsible for delivering courses facilitated by the Commonwealth of Virginia, Virginia Department of Emergency Management Training Education and Exercise Division and the Incident Management Team Program. Adjunct Instructors will only be authorized to teach the courses they are qualified to instruct. The duration and frequency of each course will vary based on the curriculum. The curriculum must also be reviewed and updated accordingly. These courses include but are not limited to:

• ICS 100, 200, 300, 400, 700, 800, 191, 2300, 449, and related curriculum
• National Fire Academy (NFA) O-305-Basic Incident Management Team Operations and related curriculum
• All Hazard Position Specific courses (AHPS)
• EMI / National Disaster & Emergency Management University Emergency Management Basic Academy courses 101, 102, 103, 146 and 105, E/L110 – Basic Academy Train-the-Trainer
• All National Wildfire Coordinating Group (NWCG) courses on the approved NWCG list
• Various courses developed by the program as needed

Adjunct Instructors will be required to follow the instructions and class guidelines of the Department of Homeland Security (DHS), National Wildfire Coordinating Group (NWCG), or the Virginia Department of Emergency Management (VDEM). Adjunct Instructors will also be required to attend recertification training to maintain the requirement for their certifications.

Minimum Qualifications

The Adjunct Instructor must possess the following qualifications:
• Significant experience in relevant field such as an Incident Management Team Practitioner for a public safety agency, other local or state government agency, or related organization with an active role in Incident Management as it relates to response and recovery to large planned events, incidents, disasters, and other emergency incidents.
• Completion of the Train the Trainer courses such as FEMA/NDEMU Basic Academy and the E/L0110 Basic Academy Train-the-Trainer (TtT) or applicable TtT courses

• Completion of a recognized training course providing qualifications in techniques of instruction and adult education methodologies. FEMA/State courses that have been identified as meeting this requirement include: (Equivalents will be evaluated on an individual basis.)
G-265 Instructional Delivery Skills; E-262 Instructional Delivery for Subject Matter Experts; E/L0141 Instructional Presentation and Evaluation Skills, E-611 Instructing and Facilitating in the Classroom and Online; PER-266 Instructor Training Certification; NFA/VDFP Fire Instructor Certification; DCJS General Instructor; VDH/OEMS EMS Education Coordinator.

• Completion of the following FEMA /NDEMU courses is required:
Most recent versions (2019 revision) IS-100 Introduction to the Incident Command System (On-line or classroom); IS-200 ICS for Single Resources and Initial Action Incidents (On-line or classroom); ICS-300; ICS 400; IS-700; IS-800; IS-809; E/L449 and or V-450
