Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Procurement and Administrative Services (PAS) is seeking a qualified individual to serve as a Procurement Officer. This position supports the contracting needs for Central Office and DBHDS Facility staff and provides assistance to the Community Services Boards (CSBs) as needed.

Additional responsibilities include:
• Assisting procurement staff.
• Managing workloads and supporting assigned procurement activities.
• Providing technical assistance and training to contract administrators.
• Ensuring VPPA guidelines, APSPM rules, and agency policy and procedures are followed by staff for procurement.

Minimum Qualifications

• Comprehensive knowledge of the Virginia Public Procurement Act (VPPA), Agency Procurement and Surplus Property Manual (APSPM), and VITA’s Buy IT Manual.
• Complete understanding and practical experience in contracting for goods and services and contract administration responsibilities.
• Knowledge of the DBHDS system of care.
• Knowledge of eVA functionality.
• Knowledge of Small, Woman, and Minority (SWaM) requirements.
• Knowledge of Small Purchase Charge Card (SPCC) requirements.
• Extensive independent decision-making skills.

Additional Considerations

• Certification as VCO desired or must be acquired within one year of employment.
• Experience as a public procurement professional at the buyer level.
• Knowledge of public health care practices and facility operations.
