Job Duties

The Virginia Department of Enviromental Quality's Office of Information Systems is seeking a qualified candidate to serve a critical role in the development, administration and support of DEQ’s various GIS and analytical systems, applications and databases. Performing development work for new geospatial datasets for the agency; performs dataset updates; editing (when necessary), and QA/QC of existing agency geospatial datasets. Perform development of new GIS applications, as well as maintenance, bugfixes and enhancements to existing applications, tools and widgets. Serves as backup geodatabase administrator to perform geodatabase design, development, tuning, and integration-related work. Designs, analyzes, and develops new systems, enhancements, and changes to GIS & Analytical systems and integrated applications and systems. Develop and perform test plans as necessary for new/updated applications. Works closely with project managers, other developers, BSA’s and BA’s while developing, testing and releasing application(s) to production environments. Assists the GIS Administrator and Analytics System Administrator with day-to-day tasks as needed. Provides significant contributions to the maintenance of the enterprise GIS environment. Develops, updates, and maintains agency python scripts for regular data maintenance and ETL tasks. Efficiently utilizes version control (git) for efficient code development and management.

Serves as backup to the Analytical Systems Administrator (ASA) and collaborates with the ASA to develop Tableau server administration skillset and support the enterprise Tableau environment, as needed. Serves as backup GIS Server and Tableau Server Administrator and performs the following as needed/requested by the primary server administrator: Performs routine maintenance activities (patching, job monitoring etc.) related to GIS servers and Tableau Servers (as needed). Addresses Security Vulnerabilities

Performs GIS and Tableau related System Administration as specified in the OIS System Administration guide per current OIS standards and process. Responds to incidents and outages on assigned systems. Ensures GIS systems documentation for all deployed systems are written, maintained, and kept current. Ensures that policies, standards, procedures, test plans, and scripts related to GIS systems development are written, maintained and kept current.

Minimum Qualifications

• Demonstrated experience in working with ESRI’s Enterprise GIS platform. Proficiency with publishing, managing and tuning map services and feature services highly is a plus.

• Demonstrated experience and proficiency working within ArcGIS Pro.

• Demonstrated experience and proficiency working with Python to develop scripts aimed at data ETL, application support/development, and/or GIS platform administration.

• Demonstrated experience with administering Windows Servers in a virtualized environment.

• Demonstrated experience in managing web GIS content in ArcGIS Online and ArcGIS Portal.

• Demonstrated experience working in the admin/manager side of ArcGIS Server and ArcGIS Portal.

• Knowledge of migrating data between non-production and production environments.

• Experience working within enterprise relational databases (Oracle or SQL Server is a plus).

• Experience with writing queries, stored procedures, etc., in SQL (PSQL or TSQL).

• Experience in leveraging Arcade for web GIS development and functional enhancements.

Additional Considerations

• Experience with Esri’s Experience Builder, Experience Builder Developer experience is a plus.

• Experience working with Tableau Server and Desktop is a plus. Experience administering Tableau Server or Tableau Cloud is a plus.

• ESRI technical certification or GISP certification is a plus.

• Experience with Git for efficient software development and effective code management is a plus. Ability to communicate verbally and in writing to collaborate with technical staff, users and management to collaborate on requirements and problem solving.

• Knowledge of System Development Lifecycle.
