Job Duties

The Virginia Department of Small Business and Supplier Diversity (SBSD) is seeking a SWaM Certification Officer to join the Agency’s certification division. The certification division of the Agency is responsible for the administration of Virginia’s business certification programs. Its mission is to ensure only eligible Small, Women-owned, and/or Minority-owned (SWaM) businesses are certified to participate in Virginia’s procurement and contracting opportunities.

The SWaM Certification Officer will review and process applications from businesses looking to participate in the Commonwealth of Virginia’s Small, Women-owned, and/or Minority-owned (SWaM) certification program. This position will be required to process applications in accordance with established state and federal regulations, policies and procedures, and provide information and assistance to businesses seeking certification. Additional duties may include perform third party challenges reviews, serve on formal and informal hearing panels, and other duties associated with the certification activities of the SWaM certification program. Review incoming applications for certification eligibility in accordance with the applicable program requirements for assistance. Ensure file contains proper documentation and the documentation is properly located in the file. Prepare appropriate correspondence to businesses concerning the completeness or status of their submitted application. Provide customer service to applicants or their representatives, and staff by answering questions, explaining the program, and generating reports when directed. Plan and schedule informal hearings for businesses that have been denied and desire a hearing. Represent SBSD at marketing and networking events, conferences, seminars, workshops and webinars.

Minimum Qualifications

· Considerable knowledge of business structures, financial documents, interviewing techniques, construction terminology, and computer skills.
· Ability to provide excellent customer service.
· Ability to work independently and in a team environment.
· Demonstrated ability to interpret federal and state regulations.
· Ability to analyze information related to financial and business documents from several sources; and ability to identify problem areas and make logical recommendations.
· Demonstrated ability to communicate effectively both orally and in writing.
· Demonstrated ability to input and track data in a database and prepare reports.
· Demonstrated ability to provide customer service to internal and external customers.
· Ability to accurately track their own work and generate reports of activities; and possess the ability to speak and write effectively.
· Proficiency in the use of Microsoft Office Suite, specifically Word, Excel and PowerPoint.

Additional Considerations

· Experience in state and regulatory programs, business, construction, or other equivalent experience.
