Job Duties
DMV is seeking to hire a Lead Procurement Officer III.
This is an expert-level professional responsible for overseeing and managing complex, high- value procurement requirements, particular those involving technology-related purchases and services contracts, for the Department of Motor Vehicles (DMV). This position involves developing solicitations, analyzing and evaluating bids and proposals, awarding contracts, managing contract performance, and fulfilling administrative procurement requirements efficiently and cost-effectively. The role ensures adherence to procurement laws, regulations, policies, and procedures, and supports the agency's mission and operational objectives.
This position leads, manages, and provides guidance and direction to buyers throughout the Department of Motor Vehicles working specifically within the areas of compliance and strategic initiatives. This position will develop, plan, implement and evaluate DMV procurement practices and manage and coordinate a variety of procurement projects and strategic initiatives with an emphasis on advancing technology, ensuring compliance and streamlining procurement processes for effectiveness and efficiency across the agency.
This position is critical in ensuring agency compliance with procurement and fiscal laws while implementing strategic initiatives to advance programmatic development. The Lead Procurement Officer III will also serve as a subject matter expert, guiding the procurement team and stakeholders in best practices for achieving the agency's goals.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
*Extensive experience with public procurement, contracting laws and state regulations, the Commonwealth of Virginia’s Agency Procurement and Surplus Property Manual, VITA’s Buy IT Guidelines, Commonwealth’s Accounting Policy & Procedure (CAPP) manual and the Virginia Public Procurement Act.
* Demonstrated ability to represent the agency on complex technical and contractual matters and develop complex contract documents using competitive sealed bidding, competitive negotiation, emergency and sole source methods.
* Demonstrated ability to conduct research, compile and analyze problems and data and formulate solutions and recommendations.
*Possess and demonstrate excellent business writing skills and oral communication skills in a persuasive and tactful manner.
*Demonstrated ability to read, interpret and explain regulations, procedures and standards; analyze and evaluate proposals; develop and maintain effective working relationships with internal and external clients, vendors, and other state agencies.
*Must possess strong oral presentation, negotiation and group facilitation skills.
*Ability to develop and present training programs in such broad areas as contract administration and eVA electronic procurement.
*Effectively plan, coordinate and establish priorities.
*Ability to work on multiple procurements and projects independently, with very little direct supervision.
Additional Considerations
*Bachelor’s degree from a college or university with course work in business administration or related curriculum or an equivalent combination of experience and training.
*Demonstrated experience with complex requirements and technology-related procurements, service contracts, business writing and fiscal procedures.
*Professional certification as a Virginia Contracting Officer (VCO) and/or a Certified Professional Public Buyer (CPPB) required.
*Certification as a Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (C.P.M) is preferred.
*Demonstrated experience with state procurement regulations and eVA preferred.
