Job Duties

This position requires significant independence of action. Receives general direction from supervisor on a broad range of financial issues, seeking guidance only on matters of precedent-setting and politically sensitive issues.

Performance Management

•Provides leadership and direction; provides feedback
•Ensures managers have tools to manage respective divisions and collaborate effectively
•Trains and develops managers to enable them to achieve high level results

Policy Promulgation

•Develops, promulgates, implements and evaluates agency policies concerning fiscal management
•Provides guidance and leadership to offices/districts responsible for financial management
•Provides leadership for financial management, policy development, interpretation and standardization of best business practices for financial management and conducts quality improvement and practice audits

Compliance

•Through guidance and leadership to agency managers and directors, assures compliance with central state government budget and financial mandates; provides information and services to a wide range of customers

Work Methods

•Ensures accurate and timely information is produced by the OFM and narrative documents are clearly articulated; documents provide high utility
•Modeling and development of staff knowledge for the value of using independent logic approaches and data sources to verify findings is expected
•Uses sound project planning and prioritization of tasks; ensures external deadlines are met; other assignments are met as timely as possible

•May be required to perform other duties; may include functions in support of an emergency declaration

 

Minimum Qualifications

•Comprehensive knowledge of Commonwealth financial systems and practices: In-depth understanding of budget development, financial monitoring, analysis, execution, payroll management, compliance principles, disbursement processes, and general accounting principles.


•Knowledge of financial regulations and policies: Strong understanding of financial regulations, compliance requirements, and best practices for financial reporting, disbursements, and audits in governmental settings.


•Knowledge of financial management tools and software: Familiarity with financial management systems, accounting software, and data analysis tools relevant to governmental financial operations.


•Leadership and policy implementation: Ability to develop, promulgate, and implement policies, standards, and practices for effective financial management.


•Strategic financial management: Expertise in developing budgets, financial planning, and overseeing financial execution and monitoring; strong skills in making informed financial decisions based on analysis and forecasting.


•Process improvement and efficiency: Ability to identify inefficiencies, evaluate existing processes, and implement strategies to streamline and improve business operations.


•Staff management and development: Extensive experience in managing and mentoring staff, including the ability to provide clear direction, feedback, and professional growth opportunities.


•Advanced communication skills: Expertise in communicating complex financial matters in clear, professional terms to senior executives, internal stakeholders, and external governmental entities, ensuring all parties understand financial impacts and implications.


•Evaluative and Analytical Abilities: Strong ability to assess financial performance, identify discrepancies, and evaluate data to ensure accuracy and alignment with financial goals.


•Ability to manage financial impact and consequences: Proven ability to make effective decisions that consider the potential financial consequences for the agency or organization, and the ability to communicate these decisions clearly to senior executives and external agencies.


•Adaptability and flexibility: Ability to adjust to new financial regulations, policies, and evolving budgetary requirements in a dynamic governmental environment.


•Conflict resolution and negotiation: Ability to manage financial negotiations and resolve conflicts that may arise with internal or external entities, ensuring effective outcomes for the agency.

Additional Considerations

•Senior management experience in a large, complex governmental agency with geographically disbursed subunits.
