Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is dedicated to supporting individuals by promoting recovery, self-determination, and wellness across all aspects of life. We are currently seeking an experienced professional to join our statewide EEO/Employee Relations Program, which supports DBHDS Central Office and our 12 facilities.

As a Senior EEO/Employee Relations Consultant, you will serve as a subject matter expert, providing expert guidance to executive leadership, HR directors, managers, and employees on complex EEO/ER matters. You will address challenging workplace issues such as performance management, EEO compliance, grievance procedures, corrective actions, disciplinary actions, and alternative dispute resolution techniques. Additionally, you will have the opportunity to recommend best practices and solutions for internal investigations and workplace disputes.

The ideal candidate will foster a culture of diversity, equity, and inclusion, building an infrastructure that promotes employee engagement and a sense of belonging. You will work closely with leadership to create and implement fair and equitable processes to ensure a safe, inclusive, and engaging work environment.

This position is a telework opportunity based in or around Roanoke, Virginia, with required travel to serve the DBHDS facilities of Southwestern Virginia Mental Health Institute (SWVMHI), Catawba Hospital (CH), Western State Hospital (WSH); Commonwealth Center for Children and Adolescents (CCCA), Northern Virginia Mental Health Institute (NVMHI), and Southern Virginia Mental Health Institute (SVMHI) with occasional travel to the Central Office in Richmond, Virginia. This position reports to the Director of EEO/Employee Relations. This position will be required to report to and train in Richmond, VA during the first two weeks of the position.

Key Responsibilities:

  • Consult, advise, and direct on Employee Relations matters with employees.
  • Manage workload and time independently, ensuring timely delivery of services.
  • Travel up to two days per week to DBHDS facilities.
  • Multi-task and remain organized, managing multiple priorities in a fast-paced environment.
  • Lead and support an established team through transitional actions and change management processes.
  • Resolve conflicts with challenging or dynamic personalities and facilitate effective dispute resolution.
  • Provide training and development support, particularly in areas related to EEO/ER matters.

Minimum Qualifications

  • Extensive knowledge of major human resource functions, federal and state laws (including Title VII, ADA, ADEA, FLSA, PWFA, and FMLA), and departmental policies and procedures.
  • Proven experience in grievance procedures, corrective/disciplinary actions, and alternative dispute resolution techniques.
  • Expertise in collaborating with management on employee disciplinary actions, conducting complex investigations, interviews, and data gathering, as well as making sound recommendations and writing detailed reports.
  • Strong communication skills, both verbal and written, with the ability to interpret policies and procedures effectively.
  • Interpersonal skills that promote a culture of inclusion and a positive work environment; ability to work independently and interact with internal and external clients to meet their business needs.
  • Proficient computer skills, including MS Office Suite (Word and Excel), SharePoint, Cardinal, DocuSign, Adobe Pro, and other databases.
  • Proven ability to conduct trend analysis and generate computerized reports.

Additional Considerations

  • Certification in SHRM-SCP, SHRM-CP, SPHR, or PHR.
