Job Duties

Hiram W. Davis Medical Center, located in Petersburg, Virginia, is a 94-bed medical facility providing acute medical diagnoses, skilled care, intermediate care, and long-term care to individuals receiving services in Department of Behavioral Health and Developmental Services facilities and within the community that have intellectual and/or developmental disabilities. Admissions to HWDMC are generally either permanent placement or special hospitalization. Patients typically come to HWDMC as a special hospitalization for step-down to stabilize, post-surgery rehabilitation, or long-term care.

Hiram W. Davis Medical Center is currently recruiting for a Full-Time Benefits Administrator to join the Human Resource Department to provide expert level benefits consultation services, benefits administration and guidance in all areas that fall under this scope, not limited to FMLA, STD, and Worker's Compensation.

Job Duties:
- Provide employees with quality customer service by advising them of their benefits and
assisting them in completing appropriate forms/paperwork;
- Ensure enrollment and change documents are distributed to the appropriate
departments and third party administrators;
- Key benefit information into BES with 99% accuracy within 3 workdays of hire date;
- Provide COBRA and other benefit information to employees leaving state service;
- Facilitate Employee Recognition and Service Awards programs;
- Monitor and facilitate the agency's worker's compensation program including working
with managers and staff with reducing workplace injuries;
- Manages the FMLA program and Parental Leave benefits and provides consultation to
both the employee and supervisor;
- Conduct quarterly training/information sessions regarding benefits topic of choice;
- Assistant in General Office and Transaction duties to include answering and responding
to calls, updating and keeping current RMS staffing software system, responsible for all
transactions related to Cardinal/BES and updates and keeps current HR software
programs, Excel spreadsheets, and other HR Systems;
- Back up to the Recruitment/Selection team;
- Conduct the new employee orientation to include benefit hiring packets and
presentation;
- other duties assigned by supervisor

Minimum Qualifications

- Considerable experience in administrative support, automated office systems,
knowledge of HR laws, rules, regulations, policies and procedures associated with State
and Federal health care and retirement programs to include worker’s compensation,
FMLA, life insurance, and ADA.
- Knowledge of administrative and office management principles and practices of Human
Resources.
- Working knowledge of the principles and practices of human resource management and
policies of state government impacting employment issues or the ability to learn this
information.
- Demonstrated ability to multi-task efficiently.
- Must possess effective communication skills both orally and in writing.
- Ability to exercise judgment in carrying out tasks within policy guidelines.

Additional Considerations

- Knowledge of human resources systems specific to the Commonwealth of Virginia such
as RMS, VRS, VSDP, VNAV, Cardinal/BES and related HR programs is strongly preferred.

- Graduation or coursework in Human Resource management, Business, Public
Administration or related field is preferred.

- Experience working in one or more of the human resource tracks is preferred.

- PHR, SPHR or SHRM-CP is preferred.
