The Virginia Department of Social Services (VDSS), Division of Benefit Programs is currently seeking a Program Coordinator, Sr. This position is responsible for leading the Summer Electronic Benefits Program (SEBT) (also known as Virginia Sun Bucks) coordination in accordance with federal and state laws, policies, procedures, and regulations. The Program Coordinator, Sr. oversees the review, regulatory and technical support to federal, state, and community stakeholders of the various components of the Virginia Sun Bucks program including policy, training, technology, outreach, compliance, and operations. The role ensures that the program components are compliant by providing clear, concise information to colleagues, stakeholders, and the public. The primary responsibility of this position is to coordinate and support Summer EBT Operations’ objectives by administering the various tracks of work and participating in projects and with work groups that align with programmatic requirements, including but not limited to training development, project planning, execution and securing resources for the purpose of enhancing programmatic outcomes, developing and submitting state and federal plans, and presenting programmatic content for internal and external audiences.

This position will provide direct support to the Division of Procurement, Information Technology, Public Affairs, stakeholders, and other members of the Human Services Portfolio to ensure the best outcomes. Provides the necessary support to state and local stakeholders and the public to promote accuracy in eligibility decisions. Works closely with the SNAP Team to align programmatic objectives, goals, and outcomes.

Minimum Qualifications

  • Expertise in SNAP including knowledge of the Summer Electronic Benefit Program (SEBT) and other federal nutrition programs as well as the state and federal laws and regulations governing the program(s).
  • Considerable experience in policy evaluation and interpretation.
  • Demonstrated skill in managing projects, data analysis, and problem solving.
  • Working knowledge of information systems used in program management to calculate benefits, such as Virginia Case Management System (VaCMS) at the Virginia Department of Social Services.
  • Considerable knowledge of Microsoft Word, Excel, and skilled in the use of personal computers.
  • High level of interpersonal skills with considerable demonstrated ability to work independently and as a member of a team; prioritize and manage multiple tasks; analyze information, draw conclusions, and develop and implement solutions; to communicate effectively, orally and in writing to internal and external stakeholders and customers with diverse background.
  • Ability to allocate resources needed to implement major initiatives; to work with and through ancillary groups to assist with programmatic policies and program changes and their implementation.

Additional Considerations

  • Current working knowledge of Summer EBT rules and regulations with experience in eligibility determination and/or policy implementation strongly preferred.
