Join our team and make a difference! The Virginia Department of Transportation’s Right of Way Division is seeking an Eminent Domain Program Manager to provide administration, leadership, and direction for the Right of Way and Utilities Division to include project monitoring and certification, technical project agreements and coordination with other Divisions in meetings and conferences.
This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:
• The successful candidate will develop, review, and monitor the progression of all eminent domain parcels and provide status to the Director and State Acquisitions Manager.
• Corresponds and interacts with Central Office staff, Districts, consultants, landowners, attorneys, government officials, and agencies, corporations, and the general public regarding complex Right of Way & Utilities issues.
• Develops policies and procedures for assigned subjects in conjunction with Division Management.
• Ensures Right of Way Estimates for eminent domain parcels are provided when requested from project managers.
• Manages the use of resources to resolve condemnation parcels to gain indefeasible title to the Commonwealth.
• Monitors progress of condemnation parcels to ensure all are moving toward final resolution, through negotiation, mediation, and/or litigation.
Minimum Qualifications
• Demonstrated ability to communicate and work effectively with diverse groups and manage a complex program.
• Manage and support staff with resources.
• A thorough knowledge of highway engineered plan development process and plan interpretation.
• Knowledge and considerable experience in all functions of ROW and Utilities to include appraisal, negotiations, relocation, legal and utilities.
• Knowledge and experience in ROW contracts, policy and procedures, and project management procedures.
• Experience with laws, regulations and policies governing real property acquisition, utilities relocation and relocation of persons, businesses, farm and non-profit organizations.
• Ability to function effectively and manage in the face of competing priorities.
• Ability to be flexible and make decisions using sound judgment.
Additional Considerations
• Management level experience.
• Experience in real estate, including appraisal negotiations, relocations property management and contractual procurements and contract management.
• Knowledge of laws pertaining to eminent domain and experience in condemnation practices.
