The Virginia Department of Social Services (VDSS), Division of Family Services, Office of Family Violence (OFV) is currently seeking a Contract Administrator for our Sexual and Domestic Violence (SDV) Prevention Fund. This is a full-time, restricted position funded by the Virginia General Assembly. The funding will expire on 6/30/2026; continuation beyond that date is contingent on the availability of the Sexual and Domestic Violence Prevention Fund.
This position is responsible for supporting local public and non-profit organizations in their provision of sexual and domestic violence primary prevention initiatives with dedicated prevention funds. Working in the Division of Family Services and within VDSS procurement practices, the Contract Administrator administers the Sexual and Domestic Violence (SDV) Prevention Fund, a non-reverting Special Fund included in the Virginia State Budget. The position also monitors the financial and programmatic progress of contracts, provides technical assistance to subgrantee agencies, and works with internal and external partners to prevent domestic violence in Virginia. The position will provide direct support to the Director of the Office of Family Violence and the local organizations providing domestic and sexual violence prevention services.
Minimum Qualifications
- Demonstrated professional experience in the fields of domestic violence and sexual violence primary prevention.
- Contract administration experience and/or equivalent combination of training and experience.
- Knowledge of grant programs, monitoring and evaluation procedures.
- Experience with and/or understanding of child welfare program guidance and practices.
- Knowledge of the fundamentals of non-profit management.
- Experience interpreting and applying state laws and regulations.
- Ability and skills to provide consultation and technical assistance to sub-recipients regarding budget and invoice concerns.
- Ability to work jointly on projects within the OFV and to develop and provide training.
- Ability to initiate discussions and communicate ideas and opinions in writing and verbally.
Skills required to develop and maintain relationships within OFV, VDSS and among statewide partners. - Ability to organize, plan, prioritize and manage work and to work on multiple priorities while meeting deadlines.
- Knowledge of racial disparities and disproportionality.
Additional Considerations
- Demonstrated experience providing consultation and technical assistance to stakeholders.
