Job Duties

The Virginia Department of Education, Office of Finance, is seeking a qualified individual to support activities that forward the organization's mission, specifically described in the Department's strategic plan to address the needs of students within early childhood. This position provides effective support as a member of the Department of Finance team and provides the highest expertise in the Commonwealth in the area of finance. Duties include but are not limited to: reviewing, coordinating, and monitoring the Child Care Development Block Grant (CCDBG) federal awards and subgrants; conducting the process for managing CCBDG and subgrant awards; assisting with reviewing and approving CCDBG budget and reimbursement requests; and assisting with or manage special projects as determined by the Finance Grants Manager.

Minimum Qualifications

• Considerable knowledge of generally accepted accounting principles and practices.
• Knowledge of state/local fiscal functions and operations.
• Knowledge of federal grant reimbursement processes.
• Knowledge of federal laws and regulations as they apply to local school divisions and other grant sub recipients.
• Knowledge of automated financial systems such as Oracle Financials general ledger and payables and Web-based systems.
• Skill in the use of web-based systems.
• Demonstrated ability to communicate effectively with all levels of government and officials and private organizations.
• Demonstrated ability to utilize MS Excel and Access.
• Demonstrated ability to apply knowledge of financial, accounting, and auditing functions.

Additional Considerations

• Undergraduate degree in accounting or business or an equivalent combination of training and experience is required.
• Experience accessing a variety of resources and applying various computer applications to complex financial reporting.
• Professional level financial reporting / accounting experience in a regulatory environment.
• Experience in governmental accounting procedures required.
