Job Duties

Virginia Tax has an opportunity for an accomplished executive to serve as the agency’s Chief Administrative Officer (CAO). Reporting to the Tax Commissioner, the CAO will drive excellence in administrative operations and serve as a key executive leader and strategic partner to the agency’s leadership team.

The CAO provides leadership and oversight for the following functions: human resources, communications, training and development, internal budgeting, accounting and financial controls; tax revenue accounting and distribution; procurement; facilities and physical security management; continuity of operations planning/disaster recovery; strategic planning and project management.

Responsibilities include providing critical leadership and management oversight in the development, execution and evaluation of financial, human capital and other resources planning, including expenditure strategy, annual and biennial operating budgets, and ensuring the agency meets or exceeds all state management/financial standards. The CAO oversees the development and implementation of the agency’s strategic plan, including identifying performance measures and tracking achievement of objectives.

The CAO will work to continually streamline and improve the agency’s finance, human resources, communications and other administrative services in a way that enhances the agency’s internal customer experiences and enables mission delivery at an exceptional level. The CAO will use their expertise and experience in leading teams to cultivate a high-performing workforce, and to simplify and improve core business support processes agency-wide.

This position is eligible for a hybrid telework schedule with 1 day remote and 4 days in office per week. 

This position is located at our Main Street Center office in Richmond, Virginia. 

The anticipated hiring range is commensurate with experience.

Minimum Qualifications

A track record of demonstrated leadership, proven accomplishments and superior performance in an organization with an emphasis on managing multiple organizational components

Demonstrated results in leading large scale organizational functions to improve efficiency and quality of service

Ability to lead and guide work collaboratively with senior level managers and executives in support of agency initiatives and objectives

Ability to effectively oversee the development, implementation and control of budgets within the state’s financial systems, rules and policies

Short-and long-range financial and resource-planning skills

Strong quantitative and problem-solving skills, comfort conducting ROI analyses, and making strong business cases

Skill in communicating effectively with diverse groups; to represent the agency and accomplish shared objectives

Demonstrated ability to lead staff toward meeting the agency’s mission, vision and values by providing a workplace that fosters employee development and facilitates cooperation and teamwork

Demonstrated experience and understanding of strategic planning and the ability to oversee development and implementation of a multi-year plan

Comfort with building and maintaining relationships with key stakeholders in the agency and outside the agency, such as state agencies, the General Assembly, businesses and professional organizations

Strong demonstrated written and oral communications and presentation skills

Ability to look strategically at the big picture and search for insightful, creative solutions

Ability to prioritize among competing needs and opportunities and manage multiple projects at the same time  

Additional Considerations

Executive-level management experience in both public and private sector

Demonstrated experience leading human capital management programs in a mid- to large size organization
