The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as Payroll Manager in our Central Office’s Fiscal Division. This position is located in Richmond, Virginia.

VDOT is seeking a highly skilled and detail-oriented Payroll Manager to oversee and manage payroll operations across the entire state. In this role, the Payroll Manager will directly supervise a team of nine employees in Central Office and provide comprehensive payroll policy guidance to payroll staff across all nine district offices. With approximately 7,500 employees, VDOT is looking for an individual who can develop, implement, and maintain policies and procedures that promote strong internal controls, ensuring compliance with both state and federal regulations, as well as GAAP standards.
Key responsibilities include identifying and addressing payroll training needs, organizing and delivering training sessions, overseeing statewide reconciliations between various systems and agencies, and generating both internal and external payroll reports. The Payroll Manager will also play a critical role in supporting financial system modifications and enhancements, ensuring seamless and accurate payroll processes across the organization.
Duties include:
Manage Payroll Information in Financial Reports: Oversee and review complex, multifunctional reconciliations of payroll expenses statewide to ensure accuracy of payroll information included in VDOT's Financial Reports. Maintain payroll default funding and update payroll tables, as needed, in Cardinal. Take the lead in resolving more complex financial data inquiries. Review validity of transactions and provide feedback.
Payroll Coordination: Coordinate payroll functions throughout VDOT. Promote good internal controls including ARMICS compliance. Provide payroll guidance and training to VDOT staff. Determine training needs and schedule training for payroll accountants and administrators.
Develop and Establish Policies and Procedures: Develop policies and procedures that reflect VDOT objectives and compliance with federal and state laws. Maintain comprehensive VDOT Payroll Manual and distribute to all payroll personnel.
Oversee Department Wide Tasks: Ensure the accuracy of VRS, Health Care, payroll deferred account and Cardinal reconciliations. Generate both internal and external routine ad hoc reports. Oversee the precise completion of journal entries. Ensure agency payroll and time entry is processed accurately and by DOA’s established guidelines. Provide comprehensive guidance and support to all payroll staff statewide, including the Central Office and across all nine districts.
Minimum Qualifications
• Ability to communicate effectively orally and in writing with diverse audiences.
• Ability to maintain confidentiality of personal and sensitive information.
• Supervisory experience.
• Skill in the use of computers and web-based systems to include financial management systems.
• Ability to generate organization-wide financial data and reports.
• Experience applying GAAP and internal controls to accounting procedures.
• Knowledge of federal and state laws and regulations governing payroll operations and accounting.
Additional Considerations
• Experience in public sector accounting using Cardinal HCM.
• Experience leading a team, with strong skills in mentoring, training and fostering a collaborative work environment.
• Experience with state payroll systems and knowledge of state payroll policies.
• Demonstrated ability to analyze payroll data, identify trends and make recommendations for process improvements.
• A combination of training, experience or education in Accounting, Business or related field desired.
• Experience supervising automated payroll and accounting systems and staff in an organization-wide or large business entity.
• CPP or CPA certified.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy (only for eligible positions).
VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
