Job Duties

The Virginia Department of Agriculture and Consumer Services is seeking a Senior Systems Analyst to coordinate and provide information systems analysis services to the agency to support agency activities and Commonwealth citizens. The successful candidate will analyze business and other data processing problems to develop and implement technical solutions to complex applications problems, system administration issues, or network concerns. The incumbent will perform systems management and integration functions; improve existing computer systems and review of computer system capabilities, workflow, and schedule limitations; and analyze or recommend commercially available software that will enable VDACS to meet agency strategic goals. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.

Minimum Qualifications

Extensive knowledge of computer systems analysis, design, development, and maintenance at all stages of the system development life cycle. Advanced skills identifying, defining, and documenting user requirements from multiple sources, developing complex technical designs and solutions to solve business problems, and documenting proposed solutions to effectively relay these requirements to both business users and developers. Advanced knowledge of the principles and practices associated with data model design, database development, and database performance and permissions administration. Advanced familiarity with a variety of software development environments, patterns, architectures, and designs, including the advantages and disadvantages of each. Ability to work independently to identify, analyze and resolve problems, define and implement solutions, and work directly and professionally with business stakeholders to achieve business objectives. Effective oral and written communication skills; exceptional customer service skills. Demonstrated ability to successfully manage/evaluate projects and to organize and prioritize work. H.S. Diploma/GED Required.

Additional Considerations

A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of computer science, information systems, or a related field. Extensive experience developing software applications in multiple programming languages and technologies. Substantial experience developing data models, reports, interfaces, and data transformations. Experience documenting designs, delivering end-user training, performing software testing, and troubleshooting production systems.
