Job Duties
NOVA Traffic Operations is seeking a Contract Monitor to oversee the inspection, monitoring, and compliance of signs and other traffic device maintenance contracts and TOC service contracts. You will interpret contract provisions, provide technical guidance to contractors and field personnel, resolve routine contract issues, monitor contract expenditures, and provide input in the development of maintenance contracts.
Responsibilities include but may not be limited to:
Communications- Communicate with contractors to discuss contract questions, resolve conflicts and to review and respond to citizen concerns and complaints regarding contract related issues. Review safety issues and communicate to contractor.
Quality Assurance and Control- Provide contract quality assurance by evaluating contracted work and operations to ensure work meets standards set forth in contract and VDOT specifications, standard, manuals and plans. Prepare reports on quality of work accomplished and monitor contractor achievements for performance requirements. Notify contractor, district and central office staff of work requiring remediation. Ensure remediation work is completed.
Field Inspection- Coordinate field inspection activities with other maintenance staff and managers, contractors, and monitor staff. Monitor completion of contract work and inform management staff of issues and activities in their areas. Act as a liaison to facilitate resolution of contract-related matters with internal and external parties. Compile routine and non-routine reports to supervisor and other staff to inform of contract status, expenditures, percent completion, etc. Provide data and input for use in and assists with formulation of service, RAAP, and SAAP contracts. Assist with the development of contracts. Develop cost estimates for management. Update computer records. Provide estimates and documentation for reimbursement of expenditures.
Contract Monitoring- Monitor contracts and provide guidance and direction to field workers. Review and verify completed contract work. Address and document contractor performance issues and notify manager. Review requirements and interpret and identify contract specifications. Perform contract monitoring, field inspections and audit of operations based on performance data. Monitor compliance with established standard operating procedures.
Field Data Compilation- Compile and review field data to assist in development of future contracts. Review, edit, and provide input on Standard Specifications and Copied Notes. Maintain records to support development of future contracts. Respond to requests for input, data, and comments from contract development staff. Prepare routine and ad hoc reports to support contract development-related decisions. Validate contract invoices, audit service level agreements.
Contract Monitoring, Inspection and Review and Oversight- Provide guidance and direction to field monitors. Review and verify completed contract work. Address and document contractor performance issues and notify manager. Review requirements from managers on prospective maintenance items and interpret and identify contract specifications in order to complete contract documents. Communicate with contractors to discuss contract questions, resolve conflicts, and to review and respond to citizen concerns and complaints regarding contract related issues. Review safety issues and communicate to contractor. Perform contract monitoring, field inspections and audit of operations based on performance data. Monitor compliance with established standard operating procedures.
Minimum Qualifications
• Ability to maintain detailed records, perform mathematical measurements and calculations.
• Knowledge of work zone safety requirements.
• Valid driver's license.
• Skill in use of computers to maintain records, prepare reports, correspondence and use relevant applications for maintenance of traffic control devices.
• Ability to read, interpret contract plans, relevant standards, policies and legal requirements.
• Experience in an operations maintenance environment and experience working with contracts for traffic control devices.
• Ability to oversee staff, programs and budgets.
• Knowledge of materials and components of traffic control devices.
• Ability to communicate verbally and in writing with customers.
• Considerable knowledge of traffic control devices, their operation, contract components, and field inspection techniques.
Additional Considerations
• A combination of training, experience, or education in Engineering Technology or related field desired.
• Experience with Intelligent Traffic Systems (ITS)
