The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.
The Division of Finance is seeking two experienced individuals to fill the position of Senior Financial Compliance Analyst within the Local Review Team. The incumbents for these positions will conduct financial reviews of reimbursements of expenditures submitted by Local Department of Social Services (LDSSs) through the Locality Automated System for Expenditure Reimbursement (LASER). The incumbents will ensure compliance with applicable federal and state laws, regulations and policies; ensure work is accurate, complete and in compliance with review standards; write and issue reports of findings and recommendations, and provide technical assistance related to local reviews as needed or requested. Position is also responsible for generating data necessary to ensure VDSS complies with federal data collection requirements associated with Local Government Audit Reports and will provide direct support to the Division of Finance leadership and staff, VDSS Executive leadership, division directors, program managers and staff, as well as local departments of social services.
Minimum Qualifications
Working knowledge of and experience applying accounting and auditing principles.
Demonstrated to have participated in and/or have ability to conduct audit like test work from the beginning of the process to the end, by gathering documentation/information from client as needed, follow established review/audit program instructions, analyze and compile financial data, interpret results, develop supportable exceptions and conclusions in relation to compliance requirements, compile findings, and develop recommendations and corrective action plans into formal reports.
Working knowledge of financial procedures, records, schedules and statements.
Demonstrated ability to communicate effectively (both orally and in writing) with diverse groups of people and organizations.
Experience evaluating complex federal and state policies, procedures, laws and regulations requirements
relation to compliance requirements.
Experience and commitment to providing superior customer service to both internal and external customers.
Skill in the use of automated accounting reporting systems and personal computer desktop applications.
Professional that can demonstrate he/she possesses a strong work ethic.
Highly organized professional, that is accurate, thorough, and flexible in carrying out all job responsibilities.
Must be willing to travel to assigned local departments of social services to perform on-site reviews, attend meetings, and/or gather documentation/information as needed, should it be necessary.
Additional Considerations
Moderate experience in government accounting and auditing.
Experience developing /issuing policies and procedures.
Skills in problem solving and investigative questioning.
An understanding of, and adherence to, the Auditors Code of Ethics as developed by the Institute of Internal Auditors.
