Job Duties

The Virginia IT Agency (VITA) is currently seeking an Internal IT Developer Specialist within its Internal IT Division.

This position provides senior application development for internal VITA applications to deliver fit for use solutions to our customers within the agency.

Position will develop & support web-based .NET applications which effectively manages technology investments, programs, and projects. The position will ensure development is done in compliance with commonwealth and security standards, in addition to database and application standards.

This position will work closely with data and applications architects, as well as system analysts and project managers to ensure application performance and throughput targets are maintained.

Minimum Qualifications

Programmer with proven expertise in web and database design, analysis, development of specifications, and programming.

Proficient in modern web development technologies, including C#, ASP.NET, .NET Core, MVC, JavaScript, HTML5, CSS3, and RESTful APIs.

Strong experience with cloud-based solutions, including Azure or AWS, and utilizing modern frameworks such as React or Angular for front-end development.

In-depth knowledge of SQL Server, Oracle, Azure SQL, and other relational databases, with experience in writing efficient queries, optimizing database performance, and designing scalable database schemas.

Proven ability to design, develop, and implement high-performance complex web applications and backend services.

Experience with modern development environments, including Visual Studio, Visual Studio Code, Git version control, and continuous integration/continuous deployment (CI/CD) pipelines.

Demonstrated ability to analyze business requirements, develop program specifications, and translate them into functional solutions.

Strong communication skills, both written and verbal, with the ability to present technical concepts to diverse stakeholders, including technical teams, vendors, administrators, and end users.

Required experience with .NET Core, ASP.NET Core, MVC, and web services. Experience with Oracle and SQL databases.

Proven experience working within Agile or Scrum methodologies.

Proven ability to work independently and collaborate with cross-functional teams, take initiative, and accurately estimate project timelines and deliverables.

Additional Considerations

Experience in development role for VITA applications is highly desired.

Previous experience with application security best practices, code reviews, and maintaining application performance standards is highly desirable.

Familiarity with NoSQL databases (e.g., MongoDB) is a plus.
