Job Duties

This position performs fiscal, bookkeeping and accounting-related duties associated with maintenance of fiscal information, following established procedures in support of a district’s or office’s administrative operations. Exercises discretion and judgement to classify, proof and post transactions to journals and ledgers; takes trial balances, reconciles accounts, maintains control accounts to compare expenditures to budgets. Prepares fiscal summaries and reports, collects payroll information and verifies pay rates, authorizations, and deductions; creates pay accounts, reviews time sheets, calculates, prepares and processes payrolls.

Must have the ability to use various agency databases that include, but are not limited to eVA, Bank of America Works, etc.
Voucher processing will include fuel payments for agency vehicles.
Records maintenance, support, and processing will also include travel accommodations, reservations, & reimbursements.

The Fiscal Technician will support the VDH Goal of becoming the healthiest state in the nation by continuing to support and improve the health of all Virginians through efficient and effective execution of operations and delivery of services, performing work based on assigned duties and performance measures.

VDH requires all Health-Care Personnel (HCP) to provide documentation of immunization or evidence of immunity to the following: hepatitis B, measles, mumps, rubella, and varicella; a one-time dose of tetanus, diphtheria, and pertussis (Tdap) vaccine regardless of the interval since the last dose of tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall be received every 10 years); and the current year's seasonal influenza vaccination.

Minimum Qualifications

• Working knowledge of accounting and bookkeeping standards
• Skill and experience with Microsoft applications to include Excel, Access and Word
• Working knowledge and ability to use accounting and/or similar batch type systems
• Strong organizational, billing customer service and data entry skills
• Ability to prepare, file and reconcile data
• Experience processing vouchers
• Meeting deadlines and adhering to the Prompt Pay Policy
• Must be well organized and follow up on all questions, concerns, issues, etc. regarding vouchers, payments, credit card items (BOA), bank statements, processes, and policies.
• Must be very detail oriented with reconciliations and all required documentation
• Must be able to create journal entries for expenditures and revenues
• Must be able to track monthly and routine billing

Additional Considerations

• Working knowledge of the Commonwealth Accounting System (Cardinal)
• Knowledge of state accounting policies and procedures
• Must be willing to work overtime during year-end closing, inventory processes, emergencies, and other times as needed
• Must be able to key and code data accurately
• Must be able to maintain confidentiality of sensitive data
