Job Duties
NOVA VDOT is seeking a District Traffic Engineer to provide strategic leadership, management, and direction to the District Traffic Engineering Section. You will direct traffic engineering studies, plan reviews, project management, land development support, and data collection. Address roadway safety and operational problems for all modes of travel through a process of conducting traffic engineering studies, analyses, and preparation of recommended solutions. Assess and establish District Traffic Program priorities including developing inventories for traffic assets. Provide final approval PE signatory authority for the design and installation of all traffic control devices on the roadway system. Position may also provide strategic leadership, management, and direction to Traffic Control Device Maintenance forces to include inspection, condition assessment, maintenance, repair, and installation of traffic control devices.
Responsibilities may include, but not be limited to:
Program Management- Provide leadership and create an environment of high performance, commitment, partnership and support for the achievement of business goals. Organize work unit and assign workload ensuring effective use of human and fiscal resources. Monitor workload assignments such that projects and tasks are completed in support of VDOT programs. Manage time and adjust priorities of tasks. Provide on-going direction to project manager roles. Establish organizational structure supporting effective project management. Evaluate performance and make adjustments. Optimize resources across projects.
Budgets- Manage budgets to ensure expenditures do not exceed allocations by providing oversight and direction to the development and management of budgets for each functional area.
Traffic Engineering Design and Field Support- Provide direction, oversight, and approval for design review, plan preparation, and field review of complex transportation management plans, temporary traffic control work zone safety plans, and traffic control device designs, quantities, and cost estimates. Direct TE resources for land development review and field support for operations, maintenance and construction projects. May provide final PE signatory approval for design and installation of traffic control devices. Provide expertise and engineering guidance to others (eng sections, residencies, land development, consultants, etc.) in developing traffic control plans, specs, and quantities. Direct the establishment of overall TE program priorities and oversee the planning and allocation of resources, quality assurance measures and performance metrics. Oversee development of schedules to ensure TE project and program milestones and contract delivery requirements are met.
Traffic Control Device Maintenance- Provide strategic direction, planning, and oversight for the district’s Traffic Control Device Maintenance program to include all staff, equipment, materials, and financial resources. Oversee the development of quality assurance and performance metrics to assess the effectiveness of the TCD maintenance program.
Communications- Serves as primary point of contact representing the Traffic Engineering Section. Establish customer service and communications expectations for the Traffic Engineering section. Communicate with district staff, other VDOT employees, local government staff, and stakeholder groups on traffic engineering and maintenance issues. Respond to stakeholder inquiries and participate in stakeholder meetings as necessary.
Financial Management- Provide strategic direction, planning, and oversight in the financial management of TE assets and allocations. Oversee the development and administration of TE program and project budgets. Ensure financial metrics are met in order to effectively achieve program requirements and program milestones and delivery of projects on-time and on-budget.
Strategic Management- Participate with other top departmental senior managers in implementing agency mission, goals and objectives. Engage fully as a member of the district’s senior leadership team by working with team members to support and promote achievement of district performance goals. Work on district-wide and special initiatives at DA request. Offer ideas and suggestions to team members supporting process improvements and program efficiencies. Ensure core functions and strategic initiatives are appropriately resourced and linked to the larger VDOT strategic plan.
Communication- Enhance current outreach efforts both internal and external to VDOT. Promote VDOT's mission to the community, business partners, and other stakeholder groups. Respond to inquiries from the public, DOT officials, CTB members, news media, and local, state, and federal agencies concerning district transportation activities, problems, projects, etc. Collaborate and communicate VDOT initiatives to other government entities. Strengthen relationships with legislators, local leaders, and other stakeholders. Maintain communication and outreach efforts with legislators, government and planning agencies, media, citizen groups, and a variety of special interest groups concerning project status, progress, successes and challenges.
Technical Guidance- Demonstrate considerable knowledge of sound engineering practices and project management procedures to address transportation related matters. Apply sound technical guidance to resolve problems and issues. Suggest modifications and changes to current technical policies and directives to improve effectiveness and efficiency. Attend meetings, facilitate actions and communicate. Correspond with appropriate officials in support of VDOT values, goals and objectives.
Traffic Engineering Safety and Studies Program- Strategically manage and direct programs and resources to provide data, recommendations, and contract support for traffic safety programs and projects. Direct and leverage the use of traffic data and analysis software to prioritize safety improvements, guide projects, and make recommendations. Direct the TE studies program, speed limits, pavement markings, traffic signals, signs, safety, crash history, guardrail, data collection, field reviews, ITS assets, etc. Ensure sound engineering recommendations and solutions and alternatives are provided to complex transportation issues that result in the safe and efficient movement of people and goods based on traffic engineering principles in compliance with laws, policies, and guidelines. Collaborate effectively with other traffic engineering leaders in the districts and Central Office to develop new policies and procedures to ensure consistent application.
Regional Traffic Engineering Services- Provide strategic direction and oversee the management of operational support for various regional operations functions such as regional on-call contracts and services, systems engineering, ITS design, and arterial operations. Oversee the provision of and leverage available resources to develop corridor preservation initiatives, specialized traffic operations analysis, and automated and connected vehicle initiatives.
Minimum Qualifications
• Valid driver's license.
• Degree in Civil Engineering or related field.
• Valid Professional Engineer's license.
• Experience related to computer simulation, analysis and design software packages to solve traffic operational and safety problems.
• Experience applying traffic engineering and maintenance principles and practices to solve complex traffic problems.
• Experience managing and providing strategic leadership to a traffic program and the ability to communicate effectively orally and in writing with diverse audiences.
• Experience in a leadership role with citizens, elected officials, the media and other organizations on traffic engineering issues and experience in handling large scale projects.
• Experience developing and managing budgets and contracts.
• Knowledge of federal and state regulations, design standards and specifications related to traffic engineering.
• Knowledge of supervisory, leadership and management practices and principles to include hiring, discipline, performance management, and employee development.
• Knowledge of materials, equipment and methods related to traffic engineering maintenance activities
Additional Considerations
• Significant project management and strategic planning experience in Traffic Engineering.
• Progressively responsible experience managing traffic engineering operations within an organization.
• Professional Traffic Operations Engineer (PTOE) certification.
