The Virginia Department of Transportation’s (VDOT) South Hill Residency is excited to announce a Residency Business Administrator opportunity. In this position, you will serve as Business Manager for the South Hill Residency business functions. You will need to manage and administer daily aspects of financial, procurement, inventory and budget programs. This position provides direction, consultation, training, assistance and guidance for the area headquarters and other staff in residency business functions to ensure the use of best business practices in agency operations.
Some of the tasks this position will do:
Oversee daily residency accounts payable and accounts receivable transactions ensuring compliance with established guidelines. Monitor financial system to identify errors and make needed corrections. Oversee time entry and leave processes for residency to include overtime pay and compliance.
Manage procurement operations residency-wide by soliciting quotes and making awards, ensuring compliance with Policy and Procedure. Work with residency staff through the procurement process to ensure transactions are eVA, SWAM, and Mandatory Source compliant. Make business decisions for securing goods/services that serve the best interest of the agency.
Manage inventory management system (IMS) data entry and related actions; and oversee staff in the performance of IMS transactions, meeting established deadlines in accordance with policies and procedures. Verify and ensure all documentation is complete and correct. Ensure dissemination of duties and respond to any audit findings for proper resolution.

Minimum Qualifications
• Demonstrated ability to communicate effectively orally and in writing.
• Valid driver’s license.
• Knowledge of accounting, auditing procedures, inventory management and budget administration.
• Experience supervising and directing the work of others.
• Skill in the use of computers and software applications to included automated financial systems.
Additional Considerations
• Progressively responsible for administrative experience to include developing, administering, and managing budgets, spreadsheets, and financial management systems.
• Ability to analyze, research, investigate, reconcile, and evaluate data. Experience with MS Office, inventory management system, Cardinal, and spreadsheet development/manipulation.
• Knowledge of APASPM, VPPA, VPM Procurement Policies and Accounting CAPP Manual.
• A combination of training, experience, or education in Accounting, Business Administration or related field desired.
Special Instructions
This position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
