Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Assistant Budget Director in the Budget Division.
Job responsibilities will include, but are not limited to:
Incumbent will provide operational support to the Budget Division Director and assist in providing oversight of the three units within the Budget Division: Administrative Budget, Medical Budget, and Forecasting.
This position reports directly to the Budget Division Director and provides assistance with management and strategic planning for all budgeting and forecasting development and oversight for the DMAS, in accordance with state and federal laws and established policies and procedures.
This position will oversee the Advanced Planning Document (APD) process and tracking, including coordination across the various Budget Teams and relevant teams in the agency.
This position will supervise the analyst responsible for supporting these duties.
During the annual General Assembly session, assists with ensuring timely cost estimates for proposed legislation and budget amendments.
Regularly assist and lead monthly projection meetings to ensure the timely identification of trends and cost drivers in the program.
This position will act as Budget Division Director in the absence of the Budget Division Director.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Extensive work-related knowledge of the principles and practices of budget planning, formulation, evaluation, and execution of the principles of public administration and state government operations.
Extensive work-related knowledge of the budget and finance policies, procedures, and systems.
Considerable work-related experience in identifying, developing, and implementing process improvements.
Considerable work-related knowledge of and experience with forecasting and estimation methods.
Considerable experience in developing processes and procedures.
Considerable experience with calculating fiscal impacts of policy changes.
Considerable experience with Microsoft Office Suite, specifically Excel.
Considerable knowledge of state and federal regulatory processes and experience applying regulations and policy to financial model development.
Considerable experience in meeting deadlines.
Considerable experience communicating with internal and external stakeholders.
