Job Duties

The Permit Compliance Program Specialist conducts permit compliance site inspections and reports findings as part of Virginia’s federally approved Coastal Zone Management Program (CZMP). The Specialist also coordinates necessary compliance measures with Division Environmental Engineers, Deputy Chief and Chief. Inspections include collecting physical measurements of permitted projects, completion of compliance inspection field sheets, and preparation of necessary briefing materials for Division Heads and wetlands boards for projects found to be out of compliance. Duties also include the preparation and processing of permit violations, requiring the issuance of formal Sworn Complaints and Notices to Comply. The Specialist may also be required to provide briefings before the MRC Commission and attend specific locality wetlands board public hearings. The Specialist may also be given limited territory assignments related to the processing/permitting of Joint Permit Applications.

Additional duties include maintenance of the Division’s Permit Tracking Database necessary to notify permittees electronically when their permit expiration date is approaching. Tracks draft permits sent out for execution and sends out second notifications electronically. Compiles compliance data and prepares quarterly and annual CZMP reports.

Minimum Qualifications

Minimum Requirements:
• Analytical and computer experience required
• Ability to work independently
• Demonstrated skills in oral and written communications, including a strong aptitude to communicate and work with peers and the general public
• High school education or equivalent, with experience in marine science, environmental engineering, or closely related field
• Successful candidates must be eligible for a valid Virginia driver’s license

Preferred Requirements:
• Bachelor's degree or higher in marine science, environmental engineering, or related field.
• Experience and/or education with database management
• Experience and/or training in development and review of engineering plans/drawing detailing marine construction activities

Additional Considerations

This position requires physical ability to lift up to 20 lbs; pushing and pulling; standing, sitting, reaching, walking, bending, stooping, and climbing.
