The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Senior Accounts Receivable Accountant in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will record, report, bill, and collect on outstanding receivables and other debts owed to VDOT. This position is also responsible for monitoring the reimbursement process of eligible expenditures posted in Cardinal, VDOT’s General Ledger.
Additional duties will include, but are not limited to:
Pre-Collections Management: Monitor outstanding receivables. Review dunning notices. Determine additional collection action for non-paying customers in accordance with State and VDOT policies and procedures.
Collections Management: Monitor and maintain accounts placed with In House Collections, the Office of the Attorney General (OAG), Department of Taxation and or third-party collection agency. Update Cardinal and other systems, as required, for all related activities.
Division Representation: Represent Fiscal Division during agency-wide trainings, task forces, and meetings.
Customer Service: Exhibit professionalism and courtesy in all interactions with internal and external customers. Assist customers in resolving billing and collection issues. Provide technical assistance and guidance to VDOT staff. Respond to inquiries accurately and timely.
Systems and Data Accuracy: Perform reconciliation activities to ensure funds are received and posted correctly in Cardinal. Review and analyze financial data and preparing accurate and timely reports. Work with Cardinal and other information technology resources to troubleshoot and resolve issues and system errors.
Policies and Procedures: Maintain relevant accounting procedures in accordance with the Commonwealth’s Accounting Policies and Procedures. Perform and document analyses of business processes, complex financial data, issues and problems to support fiscal operations. Identify and communicate new procedures to improve efficiency and effectiveness where appropriate.

Minimum Qualifications
- Ability to prepare financial and statistical reports.
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Ability to effectively manage time and work multiple assignments.
- Ability to research, investigate, analyze, reconcile, and evaluate financial data in compliance with applicable accounting directives and procedures.
- Skills using automated financial and collection systems.
- Ability to work as a team member and simultaneously accomplish multiple priorities.
- Ability to perform in-depth financial reconciliations.
- Ability to communicate effectively both orally and in writing and work as a team player.
- Knowledge of State, Federal, and agency policies and procedures regarding applicable internal controls.
Additional Considerations
- A combination of training, experience, or education in Accounting, Finance, Business Administration, or related field desired.
- Experience in financial analysis and financial management.
- Ability to interpret contracts.
- Experience working with state and federal policies and procedures.
- Experience extracting data from financial systems using queries and other techniques.
- Ability to effectively prioritize tasks and demonstrate high organizational skills and strong attention to detail.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy (only for eligible positions).
VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
