VDOT's Salem Residency is seeking a motivated leader to perform maintenance contract development and provide daily oversight of contractors performing maintenance activities within the residency, and of staff members performing monitoring of contractors.
Coordinates contract assemblies of Residency-wide contracts to perform litter pickup, mowing, hired equipment activities with operators, and pipe flushing; Assists in the development and management of snow removal and emergency operations contracts, and with the M7B process for the Residency, and assists contractors with signing up in Plow4VA.
VDOT is an emergency response agency and this position is key to fulfilling this agency requirement. This position can be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.
Minimum Qualifications
• Knowledge of contract development, administration and monitoring;
• Knowledge of roadside and roadway maintenance and construction operations, equipment, materials and process details;
• Knowledge of federal, state and transportation rules, regulations and policies;
• Knowledge of Commonwealth procurement practices;
• Skill in the use of computers and software applications (MS Office, automated financial system, cost estimating);
• Ability to direct, evaluate, make assignments and develop staff, oversee/support contractor and crew operations;
• Ability to develop, read, interpret and apply contracts' specifications, scopes of work, and to perform mathematical computations;
• Skilled in effective communication;
• Valid driver’s license; ability to travel independently among assigned work locations.
• Must be able to obtain and maintain certifications used in roadway maintenance, construction and environmental work, such as for land disturbing activities, and state procurement program.
Additional Considerations
• Experience in contract advertisement, bidding procedures, and emergency procurements;
• Experience administering maintenance contracts, and monitoring contractor performance;
• Experience with government procurement practices, including purchase orders, work orders and contractor payments;
• Experience with M7B process;
• Knowledge of state permit process related to roadway construction and maintenance activities;
• Project Management experience;
• DEQ Erosion and Sediment Control certification.;
• VCA certification.
• Commercial Driver’s License (CDL).

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations. Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.
