Job Duties
Norfolk State University’s (NSU) Department of Facilities Management provides a campus environment that is conducive to working and learning through systematic maintenance, repair, and renovation and construction of campus buildings, facilities, and infrastructure.
Norfolk State University’s Department of Facilities Management seeks applicants for the position of Assistant Director of Utilities and Building Maintenance.
Incumbent will report directly to the Director of Facilities Management, and can expect the following duties and responsibilities:
1. Plan, direct, supervise and coordinate maintenance of building mechanical systems to include the electrical, plumbing and mechanical systems.
2. Supervises, directs and evaluates assigned staff engaged in maintenance and repair activities.
3. Monitors work orders, cost accounting, project status, and ensure compliance with standardized Federal, State and University metrics.
4. Manage the low voltage campus systems, including electronic locks.
5. Make daily inspections of buildings for compliance with environmental, health and safety standards which includes monitoring areas such as HVAC, electrical, plumbing, carpentry, elevators, roofs, building access systems and other infrastructure systems.
6. Establish building maintenance inspections and preventative maintenance schedules for subordinates.
7. Provide monthly feedback to staff and management with reports on building status and condition.
8. Conduct regular meetings with subordinates and discuss operational concerns.
9. Coordinate logistical considerations and ensure the success of ongoing facility projects.
10. Manages diversified objectives and applies knowledge of building maintenance, construction and renovations, in efforts to enable the effective and safe use of the facility.
11. Works closely with mechanical/electrical engineer in implementing Energy Savings Initiatives.
12. Reviews and evaluates with Capital Planning, mechanical plans and specifications prepared by architectural and engineering firms to determine compliance with sound professional practices and established standards, codes and regulations; reviews requirements for plumbing, sewage, water supply, electrical and electronic equipment, elevators, air conditioning, heating and ventilating systems (HVAC), for proposed and existing structures.
13. Helps prepare the annual budget and is responsible for identifying matters needing emergency attention.
Minimum Qualifications
• Ability to communicate effectively orally, in writing and electronically.
• Ability to monitor and or maintain quality control standards
• Knowledge of energy management and control systems related to buildings automated and or central plant systems
• Knowledge of federal, state, and local building codes and ordinances
• Ability to read and interpret buildings’ blueprints, schematic drawing and layouts
• Must be available to work weekends, holidays, and nights when needed
• Ability to operate computers and related equipment
• Must be physically fit to climb a ladder, engage in large amounts of walking and tolerate extreme temperature conditions
• Ability to supervise and train current staff and student workers and to explain organizational policies, rules, regulations and procedures
• Ability to interpret budget reports and provide effective information related to the data on the report.
• Ability to work independently or as a team member on assignments of various work tasks.
• Ability to provide excellent customer service and interact positively with all co-workers
Additional Considerations
1. Working knowledge of Commonwealth of Virginia procurement standards and processes
2. Previous experience managing large multiple buildings and facilities, for college/university, local municipality, or state/federal government agency.
