VDOT is seeking a District Hazmat Manager to join our Environmental Section in the Richmond District.

As the District Hazmat Manager, you will plan, organize, manage, and coordinate activities related to the proper identification, evaluation, and mitigation of contamination associated with hazardous materials and related issues for projects and facilities in the Richmond District. This position will provide the necessary tools and assistance related to the Hazardous Materials Program for VDOT’s transportation planning, construction and maintenance programs to ensure compliance with applicable solid and hazardous substances, materials, and wastes laws and regulations and ensure liabilities potentially incurred by VDOT are minimized through appropriate engineering feasibility, cost-benefit, and, or risk management analyses and decision making.

Core Responsibilities include but are not limited to:
• Provide daily hazmat program guidance, consultation, and assistance during project plan development and construction. Ensure project-related issues are identified and hazardous materials program concerns for right of way properties are addressed prior to project advertisement. Initiate studies of project corridors and specific right of way parcels and provide feedback during project development.
• Ensure proper considerations and risk-based decisions are made during project development for mitigating hazmat-related problems or issues. Plan and develop specifications, special provisions, and/or contracts for completion of cost-effective abatement or remediation strategies.
• Provide comments on Environmental Protection Plan submissions for lead-based paint bridge projects and technical support to field staff. Provide coordination of asbestos inspections for right of way and bridge structures and review the subsequent inspection reports. Support the Environmental Compliance Inspection Program on construction and maintenance projects.
• Provide guidance, support, and assistance for hazardous material program issues associated with maintenance and equipment facilities and maintenance operations. Support the Facility Compliance Assessment Program. Provide feedback as needed.
• Provide consultant management, using consultant resources when needed and maintaining fiscal accountability for consultant service delivery. Provide oversight of consultant activities, review consultant reports and provide comments and recommended revisions, and process invoices in conjunction with CO Environmental Contracting Office.
• Serve as the technical expert for hazardous materials program issues and studies. Prepare and conduct periodic training.

Minimum Qualifications

• Experience reflecting knowledge of environmental science, environmental engineering, hydrogeology, and chemistry principles and practices.
• Experience applying working knowledge of federal, state, and local solid and hazardous substances, materials, and waste laws and regulations to resolve hazardous materials/contaminations impacts on construction and maintenance projects and facility operations.
• Experience reflecting the ability to interpret highway construction plans and develop sound, cost-effective technical approaches for determining potential impacts of contamination on construction projects.
• Ability to effectively coordinate consultant activities.
• Ability to manage multiple technical projects.
• Ability to communicate effectively both orally and in writing.
• Skill in the use of computers and software applications.
• Ability to obtain 40-hour OSHA HAZWOPER certification and 40-hour asbestos supervisor or inspector certification.
• Valid driver’s license.

Additional Considerations

• Relevant experience providing contamination/hazardous materials-related investigation and mitigation services in an industrial, commercial, consulting, or in a regulatory oversight capacity.
• Possession of 40-hour OSHA HAZWOPER certification and 40-hour asbestos supervisor or inspector certification.
• A combination of training, experience or education in environmental science, geology, hydrogeology, chemistry, civil engineering, environmental engineering, or a related field preferred.
