The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Regional Audit Manager our Assurance and Compliance Office (ACO).
The person in this role will perform professional external reviews of costs associated with Architectural & Engineering firms providing services in the Commonwealth of Virginia as well as performing internal audits by planning, supervising and conducting audits that encompass financial, compliance and operational processes. This position can be located in either Richmond or Hampton Roads.
Position specific responsibilities and duties will include, but not limited to:
Supervise Auditors - Provide guidance during external reviews, audits, special projects and hotline investigations. Review working papers and provide coaching notes. Develop and monitor priorities, schedules, objectives, timeframes, and scope to ensure adequate coverage and conformance with Federal Acquisition Regulations (“FAR”), audit standards, and other requirements, as applicable, as well as effective and efficient utilization of resources.
Audit Plan - Plan, supervise, and control activities of external reviews as well as scheduled audits and special projects.
Administrative Duties - Perform assigned administrative tasks in general areas such as audit policy and procedure development, audit plan and budget development, staff auditor evaluations and office administration. Ensure compliance with ARMICS, CAPP, DHRM, P and P and VDOT's timekeeping policies. Ensure compliance with the Virginia Freedom of Information Act and VDOT FOIA policies and procedures. Ensure compliance with DHRM and VDOT human resources policies and procedures on hiring. Initiate, obtain prior approval for, process, and approve employee travel requests.
Technical Guidance - Provide guidance to auditors during external reviews, audits, special projects, and hotline investigations. Review working papers and provide coaching notes. Develop and monitor priorities, schedules, objectives, timeframes, and scopes to endure adequate coverage and conformance with FAR, audit standards, and other requirements, as applicable.
Reviews and Audits - Perform external reviews, audits, special projects, hotline investigations of unusual difficulty or extremely sensitive in nature. Serve as point of contact to VDOT management on external reviews, audits, projects, recommendations, implementation procedures and internal control issues. Plan, supervise, and control activities related to external reviews as well as scheduled audits and special projects.
Requirements:
- Knowledge of supervisory principles and practices to include performance management and discipline
- Ability to coordinate planning
- Ability to establish the scope of engagements and to plan and budget for engagements
- Knowledge of Federal Acquisition Regulations (“FAR”), IIA Standards, GAAP, and GAGAS
- Ability to perform management analysis and evaluate the performance or compliance of organizational units
- Ability to supervise staff, programs, and budgets
- Skill in the use of computers and software applications to include MS Office
- Ability to gather and analyze data and prepare technical reports
- Ability to objectively appraise the performance of subordinates
- Knowledge of state government organizations and functions, transportation systems, Indirect Cost Rates (“ICR”) and auditing construction and maintenance projects
- Ability to interpret complex laws and regulations
- Ability to establish and maintain effective working relationships with VDOT officials and employees
- Ability to communicate effectively orally and in writing with internal and external customers
- Ability to review a function, area, or situation and formulate applicable review and/or audit procedures
Minimum Qualifications
- Experience preparing and/or reviewing Indirect Cost Rate Schedules that conform with Federal Acquisition Regulations (“FAR”)
- Experience applying supervisory principles and practices to include performance management and discipline
- Experience and ability to establish the scope of engagements and to plan and budget for engagements
- Ability to communicate effectively orally and in writing with internal and external customers
- Skill in the use of computers and web-based applications
- Experience applying knowledge of FAR, IIA Standards, GAAP, and GAGAS
Additional Considerations
- Experience auditing application systems
- Knowledge of state government organizations and functions, transportation systems, and auditing construction and maintenance projects
- CPA, CIA, CFE, CGAP, CGFM, CISA or other equivalent certification
- A combination of training, experience, or education in Business, Information Systems, Engineering or related field desired
