The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Right of Way (Acquisitions) Manager for the Central Office’s Right of Way & Utilities Division, this position being located at VDOT’s Richmond District office in Colonial Heights.

This leadership position will lead and administer the ROW process by providing effective and efficient management, leadership of, and direction to staff in order to accomplish project milestones. Ensures the Division’s alignment with Agency’s initiatives in order to meet advertising schedules and Federal Obligation Strategies while striving for exceptional customer service and satisfaction.

Position specific responsibilities and duties will include, but are not limited to:

• Provides leadership, supervision, technical direction and assistance to team members who are involved in the acquisition of right of way for highway projects.
• Assesses projects and utilizes resources on projects. Provides guidance and advice to maximize production, maintains accuracy and timeliness while taking into account all legal considerations.
• Works with engineering sections to minimize negative impacts on private property and takes sensitive issues into consideration.
• Manages the use of resources to complete Regional projects on time and within budget including the balancing of resources to account for absences due to severe weather events.
• Coordinates and reviews work with Right of Way Consultants.
• Serves as project manager and primary liaison to the VDOT Project Manager.
• Represents the Division at Scoping, Public Hearings, Field Inspections and other meetings as required.
• Keeps management informed alerting them to potential problem areas and recommends options and alternatives for resolution.
• Monitors progress to meet advertisement schedules, ROW end dates and Federal obligation strategy.
• Works with FHWA, OAG, fee attorneys, and local government.
• Analyses the level of expertise required for specific duties on projects and matches knowledge, skills and abilities of staff accordingly.
• May be responsible for the QA and QC of ROW plan acceptance.
• Negotiates Agreement after Certificates.
• Identifies, recommends and coordinates plan revisions.
• Recommends and approves as appropriate, BARS, RW-24 Reports for voluntary conveyances, relocation documents, and recommends settlement justifications.
• Serves in the capacity of Regional ROW Manager when called upon.

Minimum Qualifications

• Knowledge ROW and Utilities functions to include appraisal, negotiations, relocation, legal and utilities.
• Knowledge of highway engineered plan development process and plan interpretation.
• Knowledge of project management procedures.
• Competence in computer experience and maintaining statuses.
• Demonstrated ability to communicate and work effectively with diverse groups and manage a complex program.
• Ability to lead and train others.

Additional Considerations

• Management level experience.
• A combination of training, experience or education in real estate, including appraisal negotiations, relocations property management and contractual procurements and contract management. Project management experience desired.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

VDOT is an emergency operation agency. As such, this job is essential to emergency response operations and expected to work in these situations, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
