Job Duties

This position functions as the leader of the human resources compensation and classification team to administer the state compensation and classification systems at the DMV. The incumbent will provide compensation and classification analysis leading to compensation and classification decisions within the agency. The incumbent will support daily operations by providing classification reviews prior to recruitment and compensation analysis for salary offers for final candidates for hire. In addition, this position maintains data accuracy, updates and reconciles system data and provides consultation to hiring managers and leadership on compensation and classification requests. This position is responsible for HR service administration for DMV, Department of Aviation, and the Motor Vehicle Dealer Board. The incumbent will coordinate special projects and provide research and analysis upon request. Responsibilities range from routine analysis to advanced statistical analysis to reviewing and updating the agency Salary Administration Plan. 

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Knowledge of human resource management principles, specifically in classification and compensation.
• Understanding of federal and state laws related to compensation, including FLSA status determinations.
• Proficiency in Excel, including functions such as V-lookup, pivot tables, and formula use.
• Strong analytical and problem-solving skills for data-driven decision-making.
• Ability to prioritize tasks, manage time effectively, and meet deadlines.
• Effective communication skills for advising managers and collaborating with HR teams.
• Ability to maintain confidentiality and handle sensitive information with discretion.

Additional Considerations

• Knowledge of SOC codes and EEO classifications.
• Familiarity with data analytics tools beyond Excel for deeper compensation and classification analysis.
• Knowledge of state-specific HR policies and practices.
• Ability to develop and implement process improvements within compensation functions.
• Ability to foster collaborative working relationships across departments.
