The Richmond District Construction Team is seeking a detail-oriented rockstar to work in the District Construction Office supporting the construction program as a Program Analyst by providing specialized technical instruction and guidance in multiple areas within Construction. The position will monitor, conduct budget analysis on multi-million-dollar projects, expenditures, revenues, and funding sources; research charges; and resolve financial discrepancies. The selected candidate will assist with estimates; compile cost data; prepare financial, programmatic reports; and monitor federal financial authorizations. You will review cost reimbursement agreements, funding transfers, disbursements; prepare invoices; manage, monitor payment to consultants and private partner reimbursements; and monitor construction project’s financial performance. Position will monitor, revise internal budgets; reconcile funding; execute consultant and utility voucher transactions, travel, and petty cash reimbursements, invoices; and manage payments for state/local reimbursements. You will prepare correspondence and presentations; maintain project files; and determine compliance and policy procedures. You will provide Cardinal assistance/support; train staff on data retrieval; and oversee/resolve issues of internal audit business practices. The position will prepare financial/project performance reports; prepare budgets for distribution and review by PPTA partners; process consultant, contractor vouchers and travel; and prepare updates to project financial plan. The position will develop annually the District Construction Administration Budget; review purchasing needs for the District Construction staff while ensuring adherence to budgetary limitations; facilitate the coordination of meetings between external and internal partners; and develop annually the construction staff training needs and budget. Position will provide support to the Project Controls Manager with administrative duties as it relates to the management of Consultant CEI contracts; ensure PSCRS is up to date; and develop and manage Consultant CEI tracking spreadsheets for task order monitoring. The position will also review and approve construction invoices for locally administered projects and ensure payment is made within the required timeframes. VDOT is an emergency response agency, and this position is the core of this requirement, therefore you will work outside of normal work hours during emergency operations.

Minimum Qualifications

• Knowledge of civil engineering methods, principles, practices and procedures related to transportation construction.
• Knowledge of contract development or administration.
• Knowledge of road, bridge design, construction technology and terminology.
• Ability to communicate effectively orally and in writing with diverse audiences to include developing presentations, leading meetings and conducting training.
• Comprehensive knowledge of state and federal laws, regulations, policies and procedures related to transportation construction and financial management.
• Skill in the use of computers and software applications to include MS Office products, and construction, financial and project management programs.
• Ability to prepare and customize reports using various tools to create charts, graphs, spreadsheets.
• Demonstrated knowledge of projects and financial controls related to transportation construction projects.
• Ability to research, analyze a wide range of subjects and develop or apply technical and legal language to projects.
• Valid driver’s license.

• Ability to monitor, analyze and reconcile data and prepare financial reports
• Combination of training, experience, or education in Civil Engineering, Information Systems, Financial Management, Business, Accounting or related field desired

Special Instructions

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
