Job Duties
A. Performance Management
• Serves in a managerial/supervisory capacity and conducts performance management activities for staff
• Establishes and reviews work assignments and priorities, and resolves related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals
B. Leadership & General Management
• Serves as the Lead Advisor to Chief Information Officer (CIO)
• Lead, mentor, and manage the teams, fostering a culture of collaboration, innovation, and continuous improvement.
• Formulates strategic direction in alignment with organizational and portfolio goals and effectively communicates direction to team members in a manner which motivates toward end goals
• Effectively communicates across the organization to make a positive impact
• Applies management experience to identify operational gaps and implements solutions to effectively achieve business goals
• Share office and agency information with the team, solicit input and feedback, recognize achievements, and identify improvement opportunities
• Fosters collaboration with Virginia Information Technology Agency (VITA), other agencies and local governments and departments of social services to address challenges and meet the needs of customers
• Model professional standards regarding civility, ethics, confidentiality, and conflicts of interest
• Stakeholder management including vendor, customer, and agency leaders will be conducted professionally, cordially following commonwealth of Virginia policies. Manage relationships with Virginia Health Information (VHI), IT vendors, negotiate contracts, and oversee service delivery to ensure cost-effectiveness and quality.
C. Technical Management:
• Infrastructure Management: Oversee the design, implementation, and maintenance of the agency's IT infrastructure, including networks, servers, databases, and end-user devices. Ensure optimal performance, security, and reliability
• Application Management: Manage the selection, implementation, and support of business applications, ensuring they meet user needs and integrate effectively with existing systems
• Cybersecurity & Compliance: Enforce cybersecurity policies and develop procedures to protect sensitive data and systems. Ensure compliance with relevant regulations and industry standards. Works closely with the Information Security Team and the CISO on security related activities
• Project Management: Oversee IT projects, ensuring they are delivered on time, within budget, and meet business requirements
• Works with Agency Information Technology Resource (AITR), IT Operations team and VITA partnership on issues as identified and oversees VITA deliverables as required
D. Customer Service, Communication, and Collaboration
• Demonstrates individual commitment to agency goals and objectives
• Contributes to overall organization/team productivity by integrating different team members' skills
• Problem solves with the team, aids and support to other employees
• Demonstrates efforts to diffuse and resolve conflicts, respect toward clients, visitors and staff
• Effectively communicate IT strategies, initiatives, and performance to stakeholders across the organization.
• Collaborate with other departments to understand their technology needs and provide solutions
E. Performance Metrics Management
• Uptime & Reliability: Measure the availability and performance of IT systems and infrastructure
• Project Delivery Success Rate: Track the successful completion of IT projects on time and within budget
• User Satisfaction: Assess user satisfaction with IT services and support
• Budget Management: Evaluate the effectiveness of IT budget planning and execution
• Workforce Management: Track vacancies, retention, employee engagement
• Application Vulnerability Management: Track progress addressing Application Vulnerabilities
F. General Assembly/Legislative Support/FOIA
• Responsible for overseeing all OIM related General Assembly activities
• Works with staff to complete legislative and Fiscal Impact analyses and enrolled bill reviews
• Identifies and tracks the progress of all assigned bills, or bills related to programs or priorities
• Monitors committee meetings and assures representation
• Tracks bill status and keeps staff and CIO informed of developments
• Works with staff to assure completion of legislative reports including, tracking due dates, and review reports before sent out for approvals
• Reviews responses to FOIA requests

Minimum Qualifications
• Knowledge of Virginia Information Technology Agency (VITA) Program policies and procedures, contract structure, and offerings
• Experience in leading and managing large IT teams and complex IT Functions and Operations
• Leadership experience in leading change, driving results, and leading people
• Extensive experience with data management, project management and IT strategy, and systems development, implementation and maintenance.
• Experience with Cloud Infrastructure Management
• Experience in fiscal management, resource allocation, and workforce development
• Ability to create concise communications and training documentation based on end-user experience; ability to convert data and information into strong PowerPoint presentation
• Demonstrated knowledge and application of Information Technology Infrastructure Libraries (ITIL) and IT Service Management (ITSM)
• Knowledge of state government procurement requirements and processes
• Reflects an ability to develop, maintain, and enhance effective working relationships with people at all levels of the agency and with external customers as well, strong written and verbal communication skills
Additional Considerations
• Demonstrated knowledge/ training in Business or IT with extensive experience in Information Technology Management
• Experience in healthcare industry
• Experience writing proposals, preferred experience working with VITA
• Experience with AI and Generative AI
